I didn't believe it either until I saw a Dwight kick the ######### outta a deformed baby and kill it on Tru3's stream. This chapter is ridiculous... Dont even get me started on the flawed mechanics such as survivors can completely counter Victor with a single locker.

To be fair he's more an underdeveloped human thats been reanimated into a demon goblin. Their backstory seems to imply that victor was at least 10 or more years old.

They pretty much took idea from X-Files Humbug episode but made it a woman instead of a man so you get more baby references. Maybe if they had it be two brothers people would be less inclined to refer to it as the baby, but I don't think it would be that much less.
