He can be blinded but cannot start a chase or see scratch marks and perks don't apply to him

I would count him as a killer. He and Charlotte together are the Twins. The power is their binding or unbinding. Victor is obviously a special kind of killer though with different abilities..

Serious answer, he's kind of both. When you control Charlotte, he's your power. When you control Victor, he's your Killer.
