Before healing nerf:
12 seconds + 75 % = 21 seconds
After healing nerf:
16 seconds + 70 % = 27.2 seconds

Yea, no. Thats 2/4 perk slots to make it happen, should be a viable strategy.
If you run ruin/bbq then you cant run anti pallet/window perks with clourophobia and sloppy. Just a style of play, should be allowed to keep perks relevant.3 -

Just call it Down2ClowPhobia. That's what I call it.
On topic: Down2ClownPhobia still forces you to remain in the terror radius, meaning that unless it's The Game or you're Doc you're not going to be keeping people in your terror radius for that long. And even under the context that you're playing Doc with Distressing / Down2Clown / Sloppy / Deerstalker (slug build) that means you have no Ruin or BBQ.It's a valid strategy but not a good one. You're putting all your eggs into one basket, akin to when you run multiple Hex Totems with Thrill / Haunted or multiple end game perks.

"Sloppy nurse" is a good combo it gives you that extra time to find healing survivors, but coulrophobia is useful when combined with distressing. And then there is anti-heal meme build coulrophobia, sloppy, nurse's and thana.
