Where is Freddy & Quentin in PS5 ???
I have gone from Ps4 to Ps5 and I am missing the Freddy Kruger chapter that I bought on PS4 😡😡😡

The devs have confirmed that he'll be coming when Chapter 18 launches on December 1st. The reason why he wasn't available on PS5 at launch was due to licensing issues.

What I don't understand is why is everything tied into new chapters? Why can't a fix ever happen outside of a new chapter or mid chapter update?

Because they need approval from all platforms for every update they are making and especially Sony and Microsoft are known to take their time with that. Having more updates would result in even more work on that front.
also NOES is not a bug that needs to be fixed, they needed to get the rights from the license holders for the new platforms. This is very probably tied to a specific date
