You are going ahead with releasing a chapter Incomplete!
still charging the full price and then finishing it after people have paid for it which can take god knows how long.
Yes you are addressing the issues with the killers which is great however doing a bad job at it, how you change how it will be is vague aswell.
Yes there is a pandemic but you could also consider the following:
Release it when it's done rather than giving us an incomplete product.
Some will say if you dont like it dont buy it ,however consider this, they are knowingly charging money for a product and saying they will finish it when one they need to fix a crap ton of stuff in the game as it is and still haven't fix those, we have to trust them that they will which judging how they have done in the past is not a wise choice.

Well, you can always buy it later. You dont need to buy it on Release Day, if you are not satisfied with the content you will get.
Also, I guess those are more company reasons than anything. And one fact could be that holidays are close when the Chapter releases (probably start of December), so if they release it later and the Patch breaks something in the game, they might not be able to patch that before they are on vacation.
So if they release it at the start of December and there are some major bugs, those can be fixed. If they release it mid-December and there are major bugs, it might be possible that they are already on vacation and cannot fix those until next year (this was the reason why we did not get a Christmas Event last year).

Then why not you know delay when the chapter comes out so we actually get a complete product ,instead of a incomplete product, and if the chapter breaks something shouldn't that have shown up in testing especially if its gamebreaking , how about create the chapter Make sure everything works as intended then sell it?
Let's be honest most of their patches adds more bugs than they fix.

I just explained what you are asking here. And testing does not always work, you cannot recreate every issue that can happen on your own. The game can run perfectly on one PC and then run like garbage on another PC, even if it should run fine as well.
Like, every Bug that happens does not happen because the game did has not been tested before, but because the testers were not able to recreate the Bug on their equipment.

Yes I understand bugs are bound to appear but if they are gamebreaking then they should be identified easily ,if the bug barely affects gameplay then I can understand it going unnoticed however if a bug just blatantly breaks the game ,they should focus on fixing that rather than releasing it and planning on fixing it later ,they also have ptb ,players are able to help Identify bugs and give feedback which they tend to overlook.
They generally just need to stop releasing chapters and just fix as many bugs as possible since the game is rather full of them.
I'm fairly certain people would want them to fix their game rather than push out new content. And I think people will be fine to wait longer if it lead to the game being better overall.

They make Changes to The Twins, but not all of them will be ready at Release. (see: Future Updates/Hotfix)

There are contractual obligations regarding the release that must be fulfilled.
Pushing the date back would violate the terms and conditions agreed upon by both parties, therefore causing a legal dispute.

Twins are an original killer not a licensed character, who outside of bhvr are they contractually obligated to?

They don’t release it incomplete, they will just change something that takes more time because of community feedback. They might even change more about the Twins in the upcoming years.
is clown incomplete, because they are just about to change something about him? Is Blight incomplete because all animations will be reworked because of the low FOV?
this is a Live Game That constantly gets updated, reworked and new features, that does not mean it was incomplete on release.

The blight problem was actually often called out even during PTB time.
it was just that the devs never gave a statement about it, just until the last Q&A.
i think it is good that they try to put in community feedback that was not intended before. It’s not incomplete because they are releasing it the way they intended. They just add something new that came from feedback and couldn’t be implemented that fast.

Instead of 'of you don't like it don't buy it' how about 'if you don't trust them, don't buy it' or if you think its fine in its current state, do buy it!
Keep in mind its not a licensed killer so she will be available with shards, AND there's always the chance you get her perks on the shrine.

I'm definitely going to buy it when it releases, because I'm fine with early access titles. However, it's not going to be labeled early access, so people are going to buy it without knowing it's unfinished.
