My head cannon for this terrible hook spawn

(Just for clarification it's completely unusable. The ski lift is blocking me from using the hook.)

My theory is that all Legion members were riding this lift one night, (not that it can ever be day anyway) and Frank started to shake the lift like rebellious, stupid teenagers do. Julie found this funny and dared him to keep shaking it. Frank, never one to back down from a dare, continued to swing the left until it was unhooked from the rails and plummeted into the ground.

This is why the ski lift is blocking this hook and why Legion now longer gains a speed boost when using their power. Because they're still recovering from the crash.
