Victor's locker blocking is live, and with it comes new hurdles for killers who are trying to stay competitive while playing the Twins.

What is the most effective way to use Charlotte's power against survivors who jump in lockers?

Frankly, Victor holding survivors in lockers for 10 seconds is negligible to the distance lost in chase by deciding to switch to Victor. Three of those seconds are spent shifting back into Charlotte, so as long as the survivor knew how to run in a straight line they will have gained enough distance to escape before you close the gap as Charlotte.
Against a good survivor, Charlotte feels like a powerless M1 killer at times.
Average-level SWFs compound this issue, with the ability to crush Victor and free their teammate from the locker. It is deflating to release Victor after an M1 hit, only for the survivor to use the speed of the hit and the animation time of releasing Victor to reach a locker near one of their teammates. The 20 seconds wasted using Victor, only to have him kicked off a locker, is a crucial waste of time and a devastating loss of gen-pressure against a good team.
Charlotte has her strengths, but this hard-counter feels like a reverse snowball for the killer.
Any and all tips are appreciated.

I'd say don't block them in right away, make sure Charlotte is close by and then control Victor to block them in if they do keep hiding in there. If they aren't a threat to objectives, leave them be and get them eslewhere. I do have a feeling that they will increase the length of time Victor can block them in though.
Also, vs a team of coordinated players, don't ever use Victor on Healthy survivors. They can easily stall you out, and even without their individual presence on gens, the others can easily stick to theirs while keeping you as an M1 killer with only the ability to chase powerless. Save Victor for Injured survivors and arena intel.
