Hook Screams Still Get Cut Off

I'm not sure if it's a bug or if it's intended but this has been going on for quite a while. Whenever you hook a survivor, their hook scream always gets cut off and you don't hear the full voiceline. The only time you do is if you mori them with Oni. I'm not sure what chapter caused this but will hook screams ever be their full length again?
