This isn't reportable, it is messed up like the poster above said but there is no rule that says someone has to save you from a hook.

Yes sorry, this isn't reportable. Survivors can choose whether to rescue another survivor or not, they can play as selfishly as they want.
In answer to the question though, the report of console players is the same as reporting pc players, make an in game report and send additional evidence to support (you use the console name instead of Steam 64ID) - https://support.deadbydaylight.com/hc/en-us
But please do not report things like this happening in game, it really does waste the time of the team who go through the reports and delays action on all other reports.

It's not bannable but to reports console player just follow the same steps as if you were reporting a pc player, including filing a support ticket. Where you need to give their steam64 ID just put their gamer tag, simple as.

Also, OP, I had this yesterday. This Nea duo repeatedly sandbagged me from the start of the game, and then when I was finally on the hook, they were crouching in the corner of the map and one came to me and teabagged while also starting and stopping the unhook animation until I died. Pieces of ######### got reported, but nothing will happen, even with evidence, despite it being something the devs themselves say is reportable.

Uh, you know that trolling/bad sportsmanship/throwing is literally one of the bannable offenses, right? If someone is teabagging you on the hook or repeatedly forcing unhook animation so nobody else can get you, that is all of the above @Madjura

@SunderMun repeatedly forcing the hook animation is a different thing than what is shown in the video in the OP's post. Because the stop/start action prevents anyone else from making a save, that's when it becomes reportable for griefing.

What matters is what's written in the game rules, even if this was said in the past (please post a source if you can) then that would be "overwritten" by the current version of the game rules.

Fair enough, then. This OP seemed like this was just the start of them intentionally not unhooking and griefing the person, going by the way they reacted.
Honestly, though, game rules are dodgy as hell. You can do all manner of awful things to make it unfun for everyone, which is horrific for game health, but god forbid someone DC's.

Yes. There are a lot of dumb things that you are allowed to do that only make the game unfun for other players and that serve no practical purpose other than that.
I think the primary reason this isn't included in the rules is because it would create even more support tickets, and there's already too many for them to be handled quickly enough.

Since it was created it has been unchanged (as far as I recall), from a player perspective. Most likely some processes in the backend side of things have been streamlined to make it more efficient, but the process of creating a report / ticket is slow and feels bad.
Another example of where the game rules don't make sense is targeting specific players to ruin their experience - so technically doing certain things is not allowed, but only if you do it often and to a specific player multiple times, but then again streamsniping which I think would also fall under that is not covered by this and is actually allowed.
An interesting case would be someone who fakes unhooks always. If you have this person often enough on your team and they do it to you it would seem like they violate the "targeting specific players" rule, but then they actually have the defense where that player can say that they do this to every survivor player, and not just to a specific player, and then it would be allowed by the rules. This would probably still lead to a ban if someone makes a support ticket though - if the rules are read literally however then it is allowed.
The rules are weird and inconsistent and both the rules and the report process (report menu and ticket creation) need to be streamlined.

I agree, the reporting process is archaic right now. It takes so long to being a support ticket, and the worst part is, the last time I made a ticket of someone cheating, stating I had evidence I could provide as my friend recorded the game? 3 months before they responded asking for it, by which time, my friend had deleted the footage to free up space.
I wouldn't mind, but they don't even feel like they respond to people who cheat anyway, so I've just taken to...not bothering adding extra information now, because it feels like there's no point.
If the system was improved and they made the rules more consistent, this game could be great. It's already one of my top games, but I have so many reasons to loathe it.

Speaking of bad rescues, I wish they would add a feature where we can KICK a rescuer in the face and decline being rescued. Sometimes I'd rather stay on a little longer for a better opportunity to be rescued. I love those people that run towards you with The Killer behind them to rescue you without BT lol
And that Dwight is a disgrace, Survivors like that make solo queue more difficult.

I agree there should be something like that to stop the unhooking. A kick or a knee to the face that would be awesome
I do get the ones that will lead the killer to the hook without BT or they'll unhook me right when the killer decides to return to the hook to check on things
But I must be lucky I never encounter players like that Dwight and I play solo too.

I did not realize it was not reportable--so great to learn.
That said, I prefer being farmed off hook over the situation that unfolded following this one.
The dwight was a swf with another dwight. Both dwights refused to unhook myself or our fourth survivor. I completed the only gens leading into this clip, and then proceeded to loop Demo for about 2-3 minutes. This dwight clearly was not trying to complete objectives, and I died 2 minutes later when the timer ran out.
Demo never proxy-camped.
It was frustrating, but I understand now it is not reportable.
