Is camping hooks and exits considered cheap behavior?
I’m a late comer so I’m not not familiar with this communities culture. I’m thinking it’s okay because the survivors can just take the time to repair engines or open the other exist. So long as there’s a counter it should be okay right?

Exits, no. Because there are two.
Hooks? You will get mixed reactions. The main reason not to do it is it ruins bloodpoints for both sides.
Unless you are in the endgame collapse. Then camp that guy.
Why? Because [Bad Word]'em, that's why.

Well, facecamping a hook can be considered unsportsmanlike. But camping exits? What are you supposed to do as a killer? Go to the other corner of the map and pretend anyone will go there? I don't think so. Any sane killer 'camps' exit gates when all of the gens are finished.

Well, camping/patrolling the exits is the only thing TO do when all gens are finished, so, no, not cheap. Not any different than patrolling gens.
Camping hooks? Yeah, I think most people believe it's a cheap strategy - some survivors think the Killer should immediately vacate the area and allow survivors to make saves without any threat to themselves lol - but, imo, it's perfectly legitimate. The Survivor's job is to avoid detection, and win the chase if they are detected. The Killer's job is to kill, and any method they employ to do that is fair game. If a survivor gets hooked, and camped, then they failed and need to do better next time.

Well I stay in the immediate area far enough so that they have a chance to make a bolt away from the hook but I also have a chance to catch them. Unless they’re one of those people who thinks they can just rescue him the second I hook.

Well the culture is quite mixed, but generally: If you do something the other side doesn't like, you'll hear about it.
Camping a Survivor on the Hook is often seen as an attempt to get a kill which means denying that player any further playtime in this match.
While getting the kill might not be your actual goal with camping, the kill could be the result of the camping, and so they generally assume that. (Camping could also be done for other purposes, like having a Dying Survivor on the ground nearby, or knowing someone's hiding nearby and you wait them out.)
They have some tools to do something about the camp, namely putting 100% focus on repairing the Generators, and the Borrowed Time Perk which'll make the unhooked Survivor immune to 1 hit for a little while.
I have never had a single complaint of me camping an Exit, cause there's always 2.
The Survivors have the 3rd person view, they're the ones who can spot you while you being unable to spot them.
If you spot them while they come for the Exit you camp and they get caught as a result, that's generally on them. (Exceptions exist of course, like a still, cloaked Wraith, but that's just smart use of his Killer Power.)
In short, i say: Camp all the Exits you want.
Camp hooked Survivors all you want as well, but beware: Mindlessly camping can cost you a lot of BP, chances of success, and can still cost you a kill too if they do use certain tools and/or techniques to save them.

And I leave traps near the hook if the killer I’m playing has them. It’s always in a way they can avoid them if they’re paying attention though.

Play however you see fit, you don't need anyone's approval. I personally hate it when I am camped at 5 gens, whereas I have no problem with it at 2 gens or less. But that isn't your problem to worry about. It's not as if the survivors ever consider if you're having fun when they loop you all over the map.
If you have more than one person in the basement, it is more strategic to camp.

If you turn messages off/close chat no one will ever complain that is for sure. Play how you like why care what others think?

Here's the truth, at least from my eyes:
From Killer side: proxy camping/tunneling in the right moments can secure you the win. Same with slugging. Mostly effective way to deal with solo queue and most swfs
From survivor side: boring, unfun, exhausting because it happens more and more the longer you play.
The game is a cat and mouse. I enjoy that. Don't care to kill honestly

Asking about camping is going to get you mixed statements because lots of people have different thoughts when they hear it.
I patrol hooks, generally if at least 2 gens have popped. Despite the fact I will absolutely walk far enough away during my patrol for a save ill still get called a camper by bad survivors who think they should be able to sprint and loud vault in an area I'm obviously patrolling and still get a safe save.
You'll also hear it if you do stuff in the area. Kick a gen nearby? Camping. Chase the obvious claudette around the hook? Camping. Refill bottles? Sneeze? Take a drink? Look at your cat? Talk to your significant other? If it takes more than a second you're camping to bad survivors.
The further down the ranks you go the more you will be called things. So I suggest doing what most people will suggest. Just ignore chat. Don't intentionally try and ruins someone's day and you're golden. Don't worry about the survivor rule book and just play to enjoy yourself because the four people on the other end sure as ######### aren't concerned with you having fun. They will do everything to win, you should to.
As well to be fair most survivors will say nothing if you beat then, as will most killers. Issue is as humans our ability to hold grudges and remember threats is kinda why we are still around to complain on forums. You can have twenty games where no one says anything and you will remember the 21st when someone did, because that instinct used to keep us alive.
So honest and true, just be positive, play the way you want, and if you honestly aren't out to ruin someone's day you probably won't. Happy hunting and give survivor a whirl, its probably the best way to learn how to win as killer.

That's pretty much it, if you are just trying to play the game, odds are you are not actually being toxic. The ones that are toxic are the ones with intent to cause problems; often picking leatherface or pig SOLELY to Camp/Tunnel one specific person and has no intention of actually playing; who often has a profile or comments or does things to try and further upset people.

As a survivor main I’ll provide my opinion on this.
Camping gates- Huh? If all gens are done anything goes. Before all gens are done camping gates is dumb lol
Camping hooks- Before all gens are done is mixed. If there’s another idiot survivor running you around the hooked guy the onus is on the survivor keeping you close to the hook to leave. If you are just flat out camping for toxicity I understand that but since it does effect bp and pip gain I will be annoyed. flat out camping just to camp is super annoying and ruins every bit of fun for anyone.

I only play survivor. And when killers camp hooks at exit gates in my opinion is t cheap. What else are you supposed to do? Like people said above just go somewhere else and let eveyone leave? So your good :)
