Honest question - why add major changes to the game (UI etc) instead of fixing outstanding bugs?
Seriously, there is a long list of outstanding issues and as a player, I'd far rather BHVR apply their programming/testing resources on fixing the existing issues rather than adding in new functionality.
There are recent issues from the last patch and issues that have been outstanding literally for years, surely it'd be better for the game and the players if those were addressed rather than putting effort into major new functionality changes?
Personally, I'd be happy if the devs spent 6 months fixing outstanding issues and held off on any new content for that timeframe. The rate they release new content has got to be punishing for the dev/testing team and the ever-increasing amount of issues is a real disincentive to play.
Or is it just me?

UI/UX team and balance team are different.
There are myriad reasons to improve a game's usability, especially as it pertains to surfacing information better and tamping down on new player churn. You don't think about it because you are already knee-deep in the game, but bad UX is one of DBD's most serious problems, and it's good that they are finally taking some baby steps toward addressing it (although, I am not a fan of the screen placement choices they have apparently made for the new HUD).

Most game studios have multidisciplinary teams that work on different aspects of a game independently of other teams. One team working on the UI/UX has no capacity to fix bugs, nor would they presumably leech resources from the developers whose job it is to fix bugs.

I agree both that the UI needed work and that there are issues with what they've proposed.
I regret listing the UI in the title, as my post covered new content & new functionality as well but the UI seems to be what people notice! :)

I know, as I said in my previous answer my post refers to much more than just the UI.
Hence this part of my post:

Yeah, this game really could use a Rainbow Six: Siege "Operation Health" style development cycle where they just stop working on new chapter content and address issues that have been outstanding for years. People have been saying this for a very long time, but Behaviour has never acknowledged it or talked publicly about this idea, so they will probably just keep ignoring it no matter how often it gets brought up.
On the bright side, a lot of these map refreshes, etc. are intended to improve overall game balance while also giving the game a bit of a visual update, and I think that has been pretty successful for the most part. I'd really like to see this accompanied by Behaviour fully falling on their sword and skipping a chapter cycle for comprehensive bugfixes, though.

Well, new and shiny features like killer reworks and brand new UI and animations will potentially attract more new players. Fixing bugs will not, and BHVR have been relying on new players to keep their playercount up for a long time now, since they probably realise that a lot of experienced players don't want to stick around because they're bored of the game and the formula hasn't changed in 4 years, not even mentioning the years-old bugs and annoying mechanics

@Rydog is right, most companies decide which departments/teams/whatever get money and how much money they get. Getting more money once you have blown throw you budget is...There are decision makers that have more power over the devs and they are the ones usually hiding in the shadows rubbing their hands together...

Game Designers/UI Designers/QA/Programmers - all do completely different jobs, so whilst one update is going through the other departments are working on their own thing within the game.

Because it’s far more important to have the HUD look like some sort of mobile game. Before long, the “in a match” HUD will be as cluttered with as many useless things as the “out of match” HUD. These devs love have nonsense all over the screen.

Far more relevant example to what you said: I own a multi faceted business. I rarely get people coming in to fix their cars but I’m inundated with people having broken toilets. Should I still spend the same amount of resources on the mechanics, OR should I take funds from there and hire more plumbers?

The very answer to your question lies within your own title. People have different roles and jobs within BHVR. The UI Team does UI, not fix bugs, they have their own group of people for that.
