Does anyone know the exact details on why Jason Voorhees is not in the game?
People have only really said that it is because of "licensing issues" like what is happening with the Friday the 13th game. Do we know anything else, or is that it?
Imagine if Jason was added in DBD tho.

You can google it, i guess that’s the safest way to get accurate info.
in short and probably with some misunderstandings on my part:
the original writer of the first movie wants the copyright and tried to reclaim those after an US amercian law that gives the original creator this right after 30 or something years.
the current owner of the copyrights however claims that the original writer created the script while being employed and thus he doesn’t have those rights.
it seems like the original writer is winning, though those lawsuits always take time and the current world situation will not make it be settled faster.

I think only the devs would know the exact details as we can only speculate. Like others have said, licensing hell. FT13th more or less died at launch and the law sue was the nail in the coffin. I thought the case was over already but I think it's still going. Until it is over there's no point paying for Jason's IP rights because it could change hands. When the law sue started FT13th wasn't allowed to add anything related to Jason, at all. That game became stagnant and dead in the water. If BHVR somehow got permission to add Jason while the case is still being settled it would cause problems.
They wouldn't be able to change or tweak him. So he would have to be viable the moment they release him. I don't think any developer could pull that off without some serious testing. If he was busted at release they wouldn't be able to fix him.
If they added a Crystal Lake map and they found some issues with it, they couldn't alter it.
Last, why would we want Jason in here? If he's just going to be another "fun" killer competent survivors can bully then why would FT13th fans want to put him through that?

Even though F13 can't add new content, I still find full lobbies of 8 people in less then a minute 90% of the time, it's crazy.
Even though DBD always had the bigger playerbase, I never found issues finding lobbies on it. Compared to this game where it normally takes 3 to 5 minutes if not longer for a solo que for me. It sucks.

I didn't give FT13th a chance. I bought it one Christmas, majority of my matches were dc'ers when they found out they weren't Jason, when I was Jason the few that stuck around had way more hours than me so I didn't stand a chance or learn anything. The thing that really put me off FT13th was the fact if I was killed early I had to spectate until the entire match ended if I wanted to get my exp.

The answer is: Ongoing litigation between creators over franchise rights (between the writer and the director/producer of the original Friday the 13th). It's been going on for years at this point.
There have been some new NECA figures this past year, and Shout Factory just put out a nice deluxe Blu-ray set of all the movies. It seems like the really big thing they currently can't do with the franchise is make a new movie. I dunno what that means in terms of other licensing options for stuff like video games; the existence of Friday the 13th: The Game might mean there are exclusive licensing stipulations that restrict the IP from being used in other properties, so who knows. I'm sure if Behaviour COULD add Jason to their game, they would in a heartbeat.
Here's where the lawsuit currently stands (more or less), with some legal speculation: https://screenrant.com/friday-13th-action-figures-movie-lawsuit-update/

There's a lot of licensing shenanigans. They're still litigating who actually owns Jason, which needs to be settled before BHVR extends an offer.
I think we can all tell that the Trapper is pretty much Jason, anyways. Mask, machete, cunning cruelty, it's all there.

That’s not the point though.
Cote himself called DbD the Hall of Fame for Horror or something and Jason is the last one that is clearly missing, even if Trapper was inspired by him.

Well, as @hatchking so eloquently stated,
License hell

Shacknews interviewed Cote and asked him regarding Jason (indirectly) and his talk about licensing issues, the appointment of "DbD" to the "Horror Hall of Fame" and an assured slot in the game. also referring to another character, a clown perhaps.

Similar thing is happening with Freddy with Wes Craven licensing iirc
