Is reporting people effective?
I was in a game where survivors brought me to the Swamp, as bubba and i got to kill 2 of them early with 3 gens still on. Then i couldn't find anyone for almost 10 minutes, they were hiding and not doing any gens (tinker was not activating).
Finally i found them both on a corner of a map but oh what a surprise, it was a ######### legitimate infinite fatshaming loop. They could get through a gap between a rock and a log and loop me forever, couldn't even rely on bloodloust because there were points of the loop where you lose sight of the survivor and they get too far. It was almost an hour of me refusing to DC and they were just wasting more and more time. Finally i went afk to see if they got tired if i didn't give them attention and managed to end the game.
I have it all recorded and I sent it to Behaviour hoping they ban them for keeping the game hostage but i've never recieved feedback of my reports so I feel like Behaviour is looping me for an extra hour wasting even more time after that horrendous game. And I haven't even bothered reporting that infinite loop because searching the forums i saw a post from 2018 reporting it so i guess they just don't care.
Anyone knows how they handle reports and wether I'm just wasting my time or not gathering evidence with screenshots and video?

BHVR made their reporting system some crazy bureaucratic-like nonsense with a ton of steps necessary to file a report, and ultimately leading to people being told there isn't enough evidence. You have to file a report on them in the game, then you have to get their player ID, come to the support and file a report there, complete with recorded video evidence of them hacking, and then you have to wait, likely for them to send you an automated message telling you there wasn't enough proof to warrant action. The only ones I've seen actually managae to get people banned are their big streamers, who draw attention to the game to begin with.
Why they haven't come up with a built-in recording system like exists in games like PUBG is beyond me. It's not like it's not feasible for a multi-million dollar game developer, and it would remove all the other nonsense required. I personally think the reason they do it this way is because they don't actually want to deal with reports. They'd rather discourage you from even bothering. Thy developed a game, and the focus is on monetization. They don't really seem to care if there are bugs or hackers, bad sports, etc. The biggest one in that list would likely be bugs, and only if they are bad enough to drive players away.

No, it is not.

Generally, once you send the report of, you might not receive feedback is action is taken or if none is taken. Not everything results in a permanent ban, which you can read here: https://forum.deadbydaylight.com/en/kb/articles/139-game-rules That means you might not see certain actions being taken.
It is effective and it works. Keep in mind there are many players reporting daily and sometimes people report things they believe is rule breaking, but it isn't. The game has a big playerbase which results in a lot of reports. The ACM team is working hard on all cases reported.
