Who said they don't? They have already mentioned that they're going to tune him due to his high kill rate.

Freddy is absolutely not one of the worst killers. He isn't OP, I agree, but he is incredibly easy to play for how strong he is.

Freddy can keep a ton of pressure on gens and is strong in chase as well as giving survivors debuffs. He's strong.

Because he isn't that strong. There's not really a simple answer with him.
It's not so much a power strength issue as it is a power synergy issue against average to below average survivors. His power synergizes incredibly well with passive slowdowns, and his add ons stack as additional passive slowdown. He's completely carried by this aspect. Otherwise he's Clown with a teleport on a cooldown. Freddy is arguably not even top 5 in a competitive environment. He struggles to down good players.
I'd argue that his perceived strength is more a symptom of the extreme inefficiency of most solo survivors. Gen speeds are ridiculously slow for the most part even at red ranks. Freddy just turns that up to the Nth degree.

No such thing as a free hit, unless you stand still for the killer. Either you make a mistake or you get out played. Freddy is getting the downgrade to protect survivor that fail to do the only objective.

Not in a timely manner if the survivor is playing it safe and managing distance well. It's a single health state of damage. Not saying he can't snare spam, it's just that it isn't particularly efficient if all survivors are doing what they should be.

For reference a dev said that Freddy is strong but they don't know why he is, this clip didn't have too much context so take what I say with a grain of salt.
Tbh Freddys power level is fine, he's just too easy to play.

Just to show the actual values here.
Swing Chains plus Jump Rope end up being a 12% maximum slowdown if everyone is asleep. That adds around 10 seconds to generators, making it 90 seconds to complete a generator. I don't think that is really daunting at all. Mostly placebo.
I doubt people run Thanatophobia on Freddy since there are much better perks, but if he gets everyone injured with thana, that is another 20% slowdown (16 seconds on a gen). Combined with the slowdown addons, he ends up adding 26 seconds to gens, 106 seconds total. This could be oppressive if he runs Pop as well.
However, you could counter this build by waking up to suffer no slowdown from his addons, and not getting injured / taking healing perks to deny thanatophobia.

You say that as if it were a bad thing. Clown is a strong killer in chase and his only real problem is lack of map pressure. Freddy is basically clown with map pressure. And gen slowdown built in to boot.
This isn't about "perceived strength" the numbers do not lie. Freddy is a strong killer because he has a very high kill rate even at red ranks where all the strong players are. The only perception here is from people like you who perceive Freddy as a weak killer for whatever reason. The actual objective truth is that Freddy is a strong killer.

I think the REAL problem in this game is sooooo many people don't realize they suck. This game is far from perfect but most of the time an issue can be solved by git gud instead of asking the devs to intervene every single time you lose. When people lose instead of asking themselves "How can I improve?" or "What I else I could have done?". They are quick to say "This killer downed me. Therefore he must be OP!"
Every single time a new killer comes out people say they are OP before they even hit the PTB. Freddy is a prime example of a knee jerk reaction. When he first got here, before his rework, he was terrible. The devs nerfed him anyway because so many people said he was OP. Truth was they didn't know how to play against him. Once they learned they realized Freddy was super weak. They never reversed his nerf and it took them 2 years to rework him. All this could have been avoided if people would stop crying for nerfs without good reason and if we had a balance team that actually plays both sides at high rank.

You "doubt" people run Freddy with Thana?
Obviously you don't play survivor, because Freddy almost always runs Thana. There are three killers in this game where Thanatophobia is part of the basic kit. They are Legion, Plague and Freddy. Almost all of them run Thana. It's optional on every other killer.
I love how killers love to downplay an extra 10 seconds on gens like it's nothing, but a toolkit that shaves off 10 seconds is OP so they had to have it nerfed to be useless.

Toning down a killers design is a mistake in my opinion. I attribute that success to play style not design. When a match can be won in under 5, there is not much his design does to change that. If survivors push gens freddy gets 3-5 teleports and just plays as an m1 killer.

Freddy has TOO many strong without any effort powers and combined with good perks and addons he's super strong and very depressing killer to go against.
Nerf is needed.

It's because the devs basically never play their own game, and on the slight offchance that they do, they are all like rank 20s so they are going to go against default trappers and baby huntresses. They have no idea how to balance because they don't play where the perks are relevant. The highest rank dev I have seen was MacLean at like rank 10. They never want to nerf or buff anything unless baby survivors complain that the killer has the ability to hook them. There are so many perks that should be getting more attention and not even full on reworks just minor data value/coding changes, such as Gearhead should be 60 secs instead of 30 for example. Take this new patch into consideration. They buffed like 5 survivors perks, albeit irrelevant buffs on perks nobody uses, buffed one killer perk, and hugely nerfed another killer perk. Ruin Undying is really not that strong unless you are playing at like green ranks. If the survivors have at least 5 brain cells and manage their time efficiently, they would know that the killer can only chase one survivor at a time. That means you can have one-two totem hunters and one person on gens. Two if only one is totem hunting. Ruin/Undying was usually liable to be cleansed within the first 5 minutes of the match anyway unless you are playing with 8-year old switch players. As I said before, the killer is one person. They are not omnipresent therefore they cannot chase everyone at once. You have a huge opportunity to go power through 5 generators unless the killer scares you off of it. B-But random stranger on the internet! They buffed Wraith Trapper and Clown? Clown is still going to be fundamentally weak and boring to play as. 10% speed that you have to wait like 2 seconds for? Wow, so strong!!!!! Nobody except for Otzdarva (god bless that man) plays Trapper tbh, and even he doesn't play him that much. Nobody even really escaped on the first try so this little RNG game of escapes now is was never asked for. The only thing people asked for with trapper is trapper/stitched bag being basekit and trap spawns not being so garbage. Wraith's change was also not asked for. It's not like you are going to uncloak 24 meters away then sprint towards them on a gen at Mach 3 and hit them or pull them off or something. People with eyes are going to see you when you get closer. Once again, people only asked for windstorm being basekit. Like really, I just don't know if the devs are incompetent or if they just refuse to listen to what the community asks.

Great =/= perfect. Just because you're good at a game doesn't mean you can't make mistakes, that was the point to begin with, because you were talking like the "pros" are somehow infallible and ~never~ make mistakes in the game, which is ridiculous.

######### i never said this, if it rly isn´t obvious i will explain it. (i don´t even know how anyone would assume i brought them up with no specific context?)
i refer to specific moments/videos who they played freddy and they couldn´t done anything about him multiple times, no perk no tile no strategy. Even after rewatching them there wasn´t anything they could have done.
