Open handed?

I was super exited to see open handed get a buff but whats changed? Open handed only adds 8 meters instead of the 16 they promised. What happened? It wasn't changed on the PTB either did they just forget about it or what?

  They said it was going to come out in a later patch and they mistakenly thought it was this patch
