Hey, Ive made this drawing which explains my question, how does Surge work ?

I guess it's a sphere of 32m radius.

It's a 32m bubble around you, like your terror radius.

Imagine there's a sphere around you with radius 32m, any generator inside that sphere is affected. Both horizontalaly and vertically

As other people have said its a sphere with a radius of 32m. So in tge example you gave it'd be the left side that's what actually happens.
