it's a teachable from Laurie, you can only get it if you have gotten the teachable.
you can get the teachable from the shrine or from leveling up Laurie, only then will it appear on other survivor bloodwebs.

Yes, i bought ds from the shrine. Usually, I have ds rn usually I get it at like LVL 5. But, now it does not show up

That's not the kind of thing that would be bugged imo. Either you don't have it unlocked or you're very unlucky and still have some perk to unlock.

because it's random
You could get it first time, or it could be the last perk you ever see in the bloodweb

It's completely random as to whenever the perk shows in the bloodweb, irrespective on whether you've prestiged or not. The only time it's an issue, is if you've got it unlocked and it's not showing at all - meaning that you've got every other perk that's available and no perks are showing on your bloodweb.

I didn't get level one BT until well into the P3 level 70s just keep trucking

right there with you. I have dwight p3 50 and all but 4 perks at least tier 1. still no DS. perks on the bloodweb are totally random, but when you get to p3 the rarity goes up, so you are more likely to see t2 and t3 perks than t1.

No, it's completely random. You might have to unlock all but the remaining last 4 perk before it show up in your bloodweb. What part of random/RNG do you not understand?
