Some quick questions
If a survivor has deep wound, does it count as them being injured?
Does mending count as healing (ie. if a survivor is within 20 meters of me and I'm running nurse's, I can see them mending)?
Does Franklin's require you to land a basic attack, or does it work with any attack?
I don't have the Doctor yet, and the wiki calls his Static Blast an attack. Does it actually deal damage?

I dont think you can get the deep wound status effect without being injured so yes.
No mending does not count as healing
Franklins does not work with non basic attacks
Static blast does not deal damage but it does increase madness level

A survivor suffering from Deep Wounds is considered injured by the game (ie, they will be affected by perks like Thanataphobia and Resilience).
Deep Wounds is also loosely treated as its own health state in-between the Injured and Dying states. If a survivor is deeply wounded and receives an insta-heal (like through Adrenaline or the syringe add-on), then their deep wounds are removed but they remain injured.
