Explain this to me...
Hoarder was nerfed because it was apparently too hard to program the decrease in item rarity that the perk was supposed to have. If that is indeed the case, then how does this perk exist: https://deadbydaylight.fandom.com/wiki/Plunderer%27s_Instinct
It literally does what Hoarder was intended to do, just in reverse. Is this game's code really that broken that adding a minus symbol is functionally impossible?

I believe the perk works on a sort of tier system and because there is no tier lower then brown it messes up. The fact plunderers works fine makes me think there is actually another tier above pink which is just pink as well. I'm guessing adding another brown tier messes up things quite a bit and they'd have to rework the tier system otherwise.
If they coded plunderer's where it just doesn't effect the highest tier then I have no idea why they can't do the same and just have hoarder not effect the lowest tier.
That's all just my own speculation though. I have no idea how those perks function or are coded so I could be way way off. I do believe they explained it in a comment some time back, I'll see if I can find it.
Edit: Found the quote.

It must be some truly old code then. It should be a simple matter of: "- X percent chance for Very Rare + Ultra Rare items".
If they have to make an entire new loot table just the perk function then either they had to do the same for Plunderer's, or back then changing the chance of finding items didn't shake the foundations of the games code. But either way, that is some hilariously inept coding to work with.
I can't even begin to imagine what it might be linked to. Would changing the loot tables cause every survivor to have a 2000% chance to kobe or turn every single chest item into a brown toolbox? Boggles the mind how deep this runs.

It is truly old code. The fundament of this perks is the code from the early stage from the game. They were not that experienced at that time and they had a smaller team.
I think bc of this code the game can be such a bugfest.

I'm just assuming that they tried putting a negative sign, since the perk was still released with the ability but it didn't do anything. They probably tried a bunch of things but couldn't figure out what was wrong.

Really makes you wonder why they don't take a much needed break from their content gouging and fix some of the game's code that hasn't been touched since it released.

Money. Plain and simple.
Although to be quite honest, if they'd take a Chapter and do an overall game health update, with some cool new skins so the design team can put in their two cents, they'd probably attract more customers and make more money than on a new Chapter release. Being able to say "We took a break from constant content release and fixed things to make your experiences better" as a promotion would be a money maker by itself.

If only they didn't have the undeserved confidence that they currently do. Then maybe they'd consider fixing their game instead of adding to its list of problems with underwhelming content.

My understanding is it's spaghetti code. Which is why things constantly break. You gotta bear in mind this was a low budget game made by a small studio. If they were starting from scratch with their current resources I imagine they game would be far more polished.

Hehe. I understand that completely. I've been around for many announcements that showcased just how bandaged together the code is.
Removed Darkness Offerings
Changed Tinkerer
Every Patch, sometimes every 2-3, Sounds break for Killers including 100% silent Survivors
The awful latency and desync that Dedicated Servers were supposed to stop (I'd rather have old P2P connections back tbh)
Currently Hoarder's issues they can't fix because of the loot tables (How does this even pass QA?)
Every Killer/Survivor comes with bugs to their Perks/Powers
MMR still not in-game after how many announcements of it
The old Roadmap they had when they bought the rights back... it looked so promising...
And many more shining examples of "Why do you not have a dedicated team working to update, streamline, and prepare the code for new mechanics and game play?"
They might have been a small, indie studio before, but DbD has allowed them to grow a good bit I'd imagine. They need to get the dollar signs out of their eyes and start caring about game health though, otherwise they are going to end up with no players to buy their cosmetics and battle passes.
