Idea For New Exhaustion Perk
'Moxie'
Fighting back against the killer gives you a boost in courage and optimism that you'll survive the trial.
After successfully stunning the killer with a pallet, gain Haste effect for 3 seconds
(Alternatively)
After successfully wriggling free from the killers grasp, gain Haste effect for 3 seconds

I I could see this as an exhaustion perk and it would be a nice counter to spirit fury. Of course you would eventually run out of pallets and be unable to activate it so the perk might need something else to compensate.

'Second Wind'
When uninjured and in a Exausted state when struck by the killer exhaustion is cut 30%/40%/50%

The perk ain't bad, but it's too good to not be a teachable for a character, since:
Low ranks don't know what exhaustion is
Low ranked killers won't know what the hell just happened to them
And all the other exhaustion perks are teachable, it'd be kinda busted if they gave one before knowing what it is

Considering that each time you activate it you would have the 3 second boost + the stun time to gain distance... I dont think it needs anything else

That's not bad actually, this would be a skill maybe luck based Exhaustion perk depending on the Killer. As said above it would counter Spirit Fury and would be an awesome edition to the game.
I would run this but I don't know if it would replace Dead Hard in the meta or not. Dead Hard gets you to the pallet but this makes it where when you get the stun you have even more time to get away because of the speed boost. Maybe this would be better than Dead Hard as it confirms an escape if you don't get hit through the pallet.

Honestly I think that perk would punish killers for doing good, and it would be very frustrating. As a good killer you almost never have to respect pallets, but if you know a survivor has this perk, then you will be forced to play bad just to avoid having this perk activated. Maybe add a condition (every 2 stuns) to not make it so powerful?

Could be. Still might be overshadowed by other perks as a stun isn't always achievable either from a lack of pallets or because of the killer avoiding stuns.

It's an exhaustion perk, it'll only activate once in a chase and then get put on cool down.

What about an exhaustion perk that gives you 3 second sprint burst after being hit by the killer and the scratch marks dissapear for the duration?

But it activates in a moment in which the killer can't move for 2 seconds and has to break a pallet or circle the loop. It would be insanely stronger than any other exhaustion perk for this reason.
I think a cool alternative could be to increase the stun time instead of giving a sprint boost.

This so much. A condition would still make it too powerful.
Other exhaustion perks like Sprint Burst or Lithe just give the survivors 3 seconds of Haste, but the killer doesn't suffer from a stun. If the killer would also suffer from a stun, these effects combined would be too strong.
There is a very good reason why the devs made Head On an exhaustion perk: It is not supposed to be combined with the sprint effect of an exhaustion perk, because stun + sprint is too powerful.
