What is the difference between Socket Swivels and Instructions for the Toolkits?

Here's something I've always wondered. So what exactly is the difference between the 2? They both appear to obviously speed up how fast we repair the Gen, but what exactly is the main difference between repair efficiency and speed?

Repair efficiency is how many charges you use per second, not speed.0
