So i don't see the patch notes for the patch today listed under patch notes.

Was mangled giving to much of a penalty, or to little?

  Apparently it was applying the old (25%) value, instead of the current (20%) value.

  Some sources of mangled were giving an incorrect value. They now all impose the proper penalty (-20% action speed)
