Why doesn't luck affect chest items?
Don't really know what else to say except, title. Chests are an RNG-based thing; shouldn't Up the Ante and luck offerings help weigh the RNG in your favor?

Apparently luck gives a very low percentage to get good items and escape from hooks. maybe only a few luck stacks increases the chances. Chest perks are the best in my opinion.

No it does not. Luck only affects self-unhooking and escaping Bear Traps.

Luck sucks and is extremely underdeveloped as an idea in this game and should be reworked. You’re better off equiping deliverance rather than bothering with any other luck based perk or add on.

I don't think it affect bear traps anymore since the last update.
Its a truly pointless stat that affect a single secondary mechanic in the game. It should just be removed at that point.

Just to play Devil's advocate for a minute, what would it mean to "be lucky" with chests? Is it just higher item rarity? But a Rainbow Map is not as useful as a Skeleton Key. And if you're injured, you'll probably want a Ranger Med-Kit over a toolbox of equal rarity, unless you have Adrenaline and want to rush that last gen so you and your teammates can open a door and escape.

luck just means increasing the odds of a more rare version of whatever you get... it's not complicated

Getting items of higher rarity is almost always better, with the obvious exception of the rainbow map. Even if you don't get the item you want, it's better to have an Engineer's or Mechanic's Toolbox over a brown one. And hey, if you do get the item you want, it's gonna having a higher chance of being better quality.

I guess for the same reasons hoarder can't decrease the chances of higher tier items, the way it's coded.

or you can use appraisal and loot literally everything every game

I could be mistaken, but I don't believe I recall seeing anything mentioning that such a change happened?
