New players LOVE vague descriptions
The devs keep implementing things to help NEW players, you know what new players love? Knowing what something does with some detail. For example... missing a skill check while struggling will "take off a chunk" of the bar. People that play a lot will assume 20 seconds but new players will have no idea...
If you want to help new players just say what something does, instead of saying something "considerably" reduces/increases something. Especially with all the inconsistent uses of the descriptive terms. Just say it reduces this thing by this many seconds or whatever. The quicker someone knows the information the quicker they get more involved and get better at the game.

Yeah I feel like chunk implies a lot of time but I feel like it'll only be like 3 seconds

There's too much information in this game to spell out everything. Give a new player a two inch thick book on how to play and it will end up being ignored. That's why games these days have fan run wiki's to collect useful information for other players.

I assume it'll be a set number of skill checks with no randomness. it'll be like 3 or something and it'll reduce it by 20 seconds similar to trying to free yourself on the 1st hook phase

They literally have descriptions on every add-on, perk, power and ability IN GAME lol they just really suck.

Apparently not enough info.

God forbid we replace "tremendously" with "10%"
Surely this will overwhelm the people reading through perk descriptions in search of useful, specific information about said perks

10% of what? We don't have base numbers either.

No, not the RIGHT info
Similar descriptions but which one would you prefer?
Joeys Mixtape
- Moderately decreases the cool-down duration of Feral Frenzy
- Reduces the cool-down duration of Feral Frenzy by .4 Seconds

You know what I meant
Instead of saying something "slightly", "moderately", "considerably", or "tremendously" increases/decreases something, give specific numbers. The comment above is a good example.

You could assume the reason for this is to tweak numbers without having to change a bunch of descriptions.

They love vague descriptions, huh? How's this for a vague description:
"You see when they're improving."
Which ability am I referring to? :P
But yes, I always disliked the whole "slightly/moderately/considerably" description. At the very least, make a toggle between "simple" and "normal" descriptions or something like that.

Well then that's just lazy. What's the point of having descriptions if they don't accurately describe what the item/perk/add-on does.
Not to mention it's not like they are constantly changing values across the board MMO style. Sure there may be the occasional add-on pass like for Demo and Huntress this chapter but its not as if replacing a couple words for each description would take any time at all. In fact, using numerical values instead of flavor text would probably help correct some of the many grammatical mistakes.
