This seems to be a direct link to Code Veronica. Maybe Alexia Ashford as one of the killers.

Please give us Claire and Leon as survivors with Mr. X as the killer and the RPD station as the map. The other STARS members could be legendary skins for the survivors.

Actually, that screenshot and quote is from game Resident Evil: The Dark Side Chronicles from the part that takes place during Code Veronica X. Not from the CVX itself. The Darkside Chronicles includes events during RE2, RE: CVX and tells a backstory why Krauser turned out the way he did.

I think the quote is the hint towards Claire. I was just telling how the darkside chronicles crosses with cvx since the two chronicles games aren't that well known and honestly, not as good as the normal RE games.

This chapter needs to be 2 survivors, one female and one male, just like Strangers things. For the Silent Hill chapter it made sense to be one survivor since it's always one main character per SH game but for RE, most of the games have always been 2 main characters per game. Jill, Chris, Leon, and Claire being the main four; one female and one male of those choices and then legendary skins for the other two. Would also be best with two survivors so this years anniversary chapter can top last years.
There absolutely needs to be a map from an iconic RE location. As far as which killer, Nemesis is probably the one that makes most sense, followed by Mr X, considering the recent remakes of RE2 and RE3.

Honestly I want Alexia to be the killer more than I want a Tyrant or Tyrant variant. There’s much more potential for her to have a cool power IMO. It would also make more sense that she could be stunned by a pallet as well, since she’s not a huge beast like many other RE monsters.
