Looking for Wraith advice
I decided to play Wraith for a bit since he's like the one killer I own that I don't use, so I'm looking for advice to start out with, Just tips on when to use his power, how to when chases with it (if that's even possible) and how to get the most out of it, plus a reliable build.
(My current build is Sloppy, STBFL, Pop, and Corrupt.)

You're right in that chases are fairly difficult with him. He's very much a hit and run kinda killer. Whenever you're approaching someone, even though you're invisible make sure you use line of sight blockers. Approach them behind trees, rocks, etc, so when you unclock they don't know exactly where you are while uncloaking and have a good chance of running into you.
Use his post-cloak speed boost to your advantage. You can get some pretty huge lunges from him that way. Whenever you do get into a chase don't be afraid to cloak. You move significantly faster while cloaked and can throw survivors off if you cut them off or go a different direction. Wraith's strength is definitely getting a quick hit in and zipping off.
And just in case you don't know this, he can break pallets and gens, and search closets while cloaked. No need to uncloak for that. You can't pick people up however.

Volfgang did a great job on giving you some info on wraith power so I will give you extra information that is valuable.
Wealth is the only killer that can unprovoked the crows while cloaked( even major one like the swamp main buildings) which can help in finding survivor since they can provoke the crows.
He can be hard to see with true invisibility ( survivors can't see him outside of 20 metres) so it easy to get close to the survivors even if they are in the open which they might not pay attention.
Prepare where you're going to uncloak so the survivor might run Into you or force them into a unlikable situation.
Last thing is wraith snarl and footsteps are very Audible to the survivor and if the survivor is aware of their surroundings they will notice you before you get a chance to hit them.
Hope this help in your games with him. With his buff he got, I been enjoying playing him alot and been glad they buff him.

I personally enjoy him as a hit'n'run killer. I use BBQ, Sloppy, Nurses, and Bamboozle/Thanatophobia. Sometimes I use "Blind Warrior" instead of Sloppy.
Actually, he has quite a variety of addons that can be combined in different builds. "Shadow Dance" + "The Serpent" + Brutal Strength is so fun.
But his "Coxcombed Clapper" + "All Seeing" - Blood is his strongest combo imo, especially on small maps.

Well, for the bonus.
The Wraith is completely invisible while standing and not moving a camera but he snarls.
@zombitehdeath said that his snarl is loud. It's true. But you can literally camp an almost repaired gen. If you see that one survivor ran away from you to the god loop, you can break a gen & and wait for him. He'll be probably out positioned and you can take a free hit instead of chasing him after breaking gen in good loops. This move is situational but can save you a lot of time.
@Volfgang57 gave to you the good tips too.
But for being sure, hit&run tactic is when the killer hits the survivor and then immediately runs away for checking generators and hitting the people that are working on it. Sometimes, you can fake that you're going away and down the injured survivor.
The unprepared survivor is the most desired goal for Wraith because in this scenario you always have a fast hit/down.
Also, don't be shy for being creative and unpredictable.

Well naturally you wanna be cloaked whenever you're not in a chase and not doing anything, as you'll be much faster, can still do multiple things while cloaked, and be both Undetectable and invisible.
If you chase someone and you think they have Dead Hard but you don't want to miss, or you want them to drop the Pallet but don't want to get stunned, start cloaking for a split second and then stop. The sounds and visuals at the start of the animation are close enough to Wraith's hit animation, so it mostly gets the Survivor to take the action you desire. It won't slow you down in any way, so it's preferable.
The meat in Wraith's offense is in his post-uncloak super-lunge, you'll wanna utilize this as well as possible. It's not of any use in a chase that consists of running in a straight line, they'll outpace you for sure, and in loops in which they can see Wraith weakens the super-lunge greatly as well since landing it is partially and primarily based on mindgames. The low piles of trash on Autohaven Wreckers for example are just no good, competent Survivors will know very well how to place themselves in the loop. But with high walls like on Coldwind Farm, i have found that most loops (if not all) give room for mindgames.
I think i was always the 1 in 100 Wraith players who thought it was worth it to cloak after landing a hit, since 99% of my Survivors always wanted to make as much distance as possible, to waste as much time as possible. But now that his cloaked movement speed is much larger, it's more often than not worth to do now.
Both of his Ultra Rare Add-ons are actually really good. All 4 of his Very Rare Add-ons have at least some value to them, ranging from fantastic to okay. Of his Rares, you'll probably want to skip Blinks on your Bloodwebs if possible. Blind Warrior also isn't too great, but can be made good with the right build. Among his Uncommons, Blind Warrior is kinda weird, cause you are disabling a whole selection of Perks someone could have, but it's really not the best selection that you're blocking. Or at least not the selection that would be most beneficial for the Wraith to block, no Aura Perks work on him 50% of the time. All the other Add-ons range from cool to okay. The Beast can be kinda funny for Terror Radius builds, but other than that it's just another one of those crippling Add-ons. The Serpent is meh, The Hound is really only good if you like Bloodhound, and The Ghost shines greatly if you combine it with a Clapper.
Just a personal recommendation: Since he's all about M1s (and unlike most other Power-related M1s, his are still considered Basic Attacks), consider focusing on applying the Exposed Status Effect on them. With his fast movement speed, sneaky approach and juicy super-lunge, it's very much possible to completely deny the chance at a chase. I haven't ran a slowdown Perk in my main build ever since the Blight came out, and i'm doing really great with 2 Exposed Perks on, especially Make Your Choice deserves a spotlight.
The grab combo (Coxcombed Clapper + The Ghost - Soot) can be really fun, but do watch out as they'll definitely have their ears focused on your uncloaking sounds after their first grab.
Also don't underestimate the power of All Seeing - Blood, you might be surprised to see where some Survivors hide. Using it before has helped me to consider looking in specific spots when i think someone's around, and then it sometimes yields results.
Corners are your best friend on this guy, your Terror Radius and Red Stain will remain suppressed until you have fully uncloaked, so consider starting your uncloak out of sight and come walking in right during the first ring of your bell. You'll maximize the amount of time you'll have to land a hit. This super-lunge is powerful enough to even catch up to Sprint Burst users, but trust me when i say it's definitely harder to do.
Swift Hunt Add-ons sound appealing, but if the numbers are still correct then they're actually quite mediocre. They're a nice addition if you got nothing else specific you want to put on, but having the 2 best ones on doesn't even remove 25% of your total uncloak time. Still they're better than Blinks, so y'know.
I don't really got any Perk suggestions aside from Make Your Choice as that really depends on your preferences. Many people prefer to play Wraith as a hit and run Killer. I prefer to commit to a Survivor once i've found them.

Your perks are great you can swap save for nurses if you want
Addons at least one of these clappers or swift hunt.
After that dont commit to chases unless you know you can get a hit if they are at a good loop leave. uncloak behind objects
