I feel like the effects of the styptic agent and anti-hemorrhagic syringe should be switched

Think about it: if you’re applying a styptic agent onto your wounds, you’re trying to stop the bleeding as a curative measure. Getting stabbed while your other wound is still getting patched up would still cause you to get downed.
Meanwhile, a full-body, systemic, anti-hemorrhagic syringe would mean any wounds inflicted on you while it’s coursing through your veins would be temporarily clotted very quickly. It’s a preventative measure, not curative.

They were switched in the PTB tbh before they were released to live servers as is. As someone who plays both sides, I second this revision.
