Anything that makes survivors get sacrificed faster is something that promotes camping. This is something they obviously do not want to encourage. Even if that wasn't the case, this is a very flawed idea. If each generator slows the killer down by 4% then when 5 generators are finished then the killer is slowed 20%. That would make the killer slower than survivors. Good luck catching them to put on hooks at this point.
