We don’t have any info on any new sales. A summer sale potentially could be the closest

I'll be honest to my knowledge I don't think they've ever had a sale per say on cells.

The only thing i've seen that was close to what you are asking was the Black Friday sale last year.
20% on all cosmetics that were released before the Descend Beyond DLC if i remember correctly.
Other than that we only see some outfit sales here and there throughout the year
