Hardest perks to buff
With every passing year more and more perks come in but none of them are used and we have so many perks that have been ######### for 5 years. But buffing is a problem cause there either to outdated or it would break them.
I say Aces perks are the hardest to buff because even though open handed got buffed his other perks are dated. Up the ante sucks cause luck is outdated and deliverance exists and ace in the whole is literally just a chest perk that sometimes doesn’t work.
So in your opinion what’s the hardest perk to buff based on when they came out of it would be to strong or weak?

Aftercare could easily become the best info perks
Distortion could possibly just hard counter every aura perks if there are too many tokens available

Unrelenting. Its numbers are too low to be useful but you really don't want Killers to be able to walk faster by spamming Lunge attacks.

Any Means Necessary is a great example of that. You can’t really buff this perk to make it more useful because the design of it is very flawed. Every pallet that matters will be broken unless the killer just doesn’t want to break it for whatever reason. Even if the killer doesn’t break it, it’s still entirely up to how the killer plays anyway.

Mettle of Man.
The effect it actually has when someone gets to use it (endurance effect) is strong, and I feel it will always either be situational and require too much investment for it to see much use outside of people trying to make it work for the fun of it (and it IS a fun sidequest!), or it will be obnoxious and very strong.
Unless we're talking about removing the aura reading part of it. That's technically a buff while not having to mess with how easy the endurance effect is to access I guess 😄

Boil Over
Even the slightest nudge of a buff could take this perk from garbage to abusive. Very hard to touch.

I honestly think that MoM should be buffed so that the aura reading part goes away.
Protection hits in general just suck which is why this perk is so hard to make use of while still being a good teammate.

Any of the exhaustion perks- Trimming any numbers would make them Unbareable or Useless

Dead Hard

Dying Light.
Used to be a perk that encouraged tunneling the obsession, now it's a F tier perk that gives someone Botany Knowledge.
Buff it too much and you get very strong slow down builds when you combo it with Thana, Pop, Ruin, Surge etc
It it's current state it barley does anything and arguably helps the survivor more than the killer
