Just make them so they can only be used when all 5 gens are done, I mean why is that so hard??

Because that means it cant work on the final survivor. A key working on the final survivor is fine. If there is 4 survivors with keys with 1 gen left, it would be fine.
Let alone that changing anything in this game can drastically affect completely unrelated things. Adding a 5 gen requirement could also mean that hooks no longer stay up as long as 5 gens are remaining. Or that survivors can open the exit gate when 5 survivors are hooked. Or that Devour Hope gains stacks for fixed gens(altho, I wouldnt be too against that).
