Should all perks and killers be A tier
I feel like they should be. If all killers were A-tier it would make rank 1 ( and comp) feel fresh. you wouldn't see BT or spirit every game. The only killer that really needs a nerf is spirit and that's with her lack of counterplay.
Imagine seeing trickster in comp. I really do hope they buff weak killers and weak perks.

I made a poll on the poll section and it seems like most people want killers to be A tier but would want some nerfs to survivors in general (although small tweaks) and nerf s tier killers

If that were possible then yes.
But realistically trapper will never be A tier without a complete do over. Same goes for many perks and add ons

In an ideal world, yes. But that is not really a pratical goal IMO. Just gotta strive for the best balance possible.

It will never happen that all Killers will have similar Strength. Like, you cannot buff Trickster to a point that he can compete with Nurse and Spirit, unless you make him unbearable to go against. Sure, you can buff him that he needs two knives for one Health State, this would make him A or even S-Tier, but nobody would want to play against him.
Like, it is impossible that Killers get on the same Level like that one Killer which ignores Windows and Pallets (Nurse). Realistically, DBD can never be fully balanced.

Sort of, but the gens need a rework to be interactive in order to disable genrushing or else everyone will just start doing that, because that's what beats A tier killers.

There's really no such thing as "A tier" across the board
There are killers that are more accessible and ones who are less so, killers with basic powers and ones with more complex powers.
Someone might find Spirit to be OP while someone else might have the easiest time countering her.
It's all relative, it's all subjective, and each person is always going to have a different perspective.

It depends on what you mean by A tier, especially with regards to perks.
All killers should provide their players the tools to compete against survivors of equal skill.
Perks should be medium to high in power but very, very, very few perks should be safeguards. Perks should reward players for playing well or making a significant investment.
Things like NOED, Sprint Burst, Dead Hard, new Lucky Break, Spirit Fury, DS, Unbreakable... all those perks are either safeguards for mess-ups or they reward you for failing. These kinds of perks should be the least impactful, however they are extremely powerful, which is baffling to me.

A comp SWF team on Coal Tower with a pallet-stingy variation is almost unbeatable.
It's not the size of the maps that's the problem when teams get efficient. It's the fact that without perks or items the gens can and will be done in under 3 minutes. Which, while not an absolutely enormous problem right now (although it is a big problem), it will become the biggest issue with the game if every killer was like Oni, Huntress or Plague.

A killer's overall power-level should always correlate with the killer's skill ceiling and the difficulty of the killer's counterplay.

There is only one way to make all killers the same strength: Remove all except one or give all the exact same power.
You just cannot balance out 22 different powers perfectly, thats illusional. There will allways be better and worse killers. Even more so with perks.

Couldn't you go the opposite way though? Make nurse/spirit as weak as say trickster and balance the gens and survivors accordingly? (Aka no more god loops, infinites, god pallets, smaller maps so gens aren't going in like 3 minutes. Ect.

That's not really how tier lists work at all. You can make it so there's less of a difference between S and F or whatever, but eventually you'll run into fundemental problems like "how do we make placing beartraps as strong as teleporting through walls?" and similar issues for perks.
I'd love to see the difference in strength between S and F be made smaller for both killers and perks, but you can only go so far with this before creating entirely new problems like trying to buff a perk with an effect that is only okay because it's very situational but can be very powerful when it actually works instead of redesigning it.

I mean, in theory, this would be possible. But there are some problems:
First of all, players will not like that their favorite Killers get nerfed - even if it would be for a greater good and the game would be balanced towards low Tier Killer-Characters.
Second, for some Killers you would need to do a lot to water them down. Especially the strong Killers like Nurse, Spirit, Blight, Oni, PH... Some would probably be changed completely.
And, last but not least, this would result in stuff like longer Cooldowns for Killers or less impactful powers (e.g. Hillbilly would lose a lot of his mobility, since sprinting with 230% m/s would not be suitable for the new Powerlevel), which will most likely overall suck the fun out of many Killers.

Now It does sounds nice on paper if everyone is equal, but realistically that's not only impossible but would be completely boring. Everyone would just be a side-grade or variation of the same top 3 or 5. There has to be killers that fulfill a specific niche and power and that does mean they are weaker in some situations but that also goes for being stronger in other situations.

Everything should me viable, if everything was A tier, then you are talking about a balanced game.
