The survivors for the RE chapter are most likely Leon and Jill, here's why
If you're a Rainbow Six Siege Player, then you know that, not too long ago, the operator Zofia got a skin for Jill Valentine in her full STARS gear, named the S.T.A.R.S Unit.
Another thing (this is a leak that I cannot verify, so take it with a grain of salt) is that there was a leak from the game's code where the operator Lion is supposed to have a Leon Kennedy skin in the near future of the game, possibly in a few weeks.
Now how does this compare to DBD?
Well, according to a unverified leak, we are supposedly getting Leon and Jill as survivors for the chapter, and it would make sense since R6S (rainbow six siege) has already gotten the Jill skin and is supposed to get the Leon skin as well

Jill and nemesis is my dream pair for the chapter, I’d take Leon and Claire with Birkin/Mr x or Tyrant from re1 a close second

Do you think Brad Vickers was working with Wesker, he was in a damn helicopter and left there's noway you would leave you're team in a helicopter ,unless maybe ordered.

I really hope it’s gonna be Leon and Jill with Chris and Claire legendarys. (I would take Carlos as char and Leon as legendary as well but I know that’s impossible)

And Billy hasn't appeared since because, let's be honest, he's not the most interesting.

Boy do I hope so, I don’t want to put my eggs into that unverified leak basket but, man, if this chapter really does have Jill, Leon and Nemesis as the characters then, that’s it, take all my money because that’s the absolute DREAM for me.
It also really does make sense when you look at it. Leon is without a doubt a fan fav to the point that some say he’s the face of the RE franchise and then you have Jill, a absolute classic(plus my favorite Re survivor) and is even regarded as one of the best female characters in gaming. You also pointed out that Leon and Jill has seemingly been used a lot for crossovers so, maybe does are the survivors Capcom is the most willing to lend out? Then, honestly, Nemesis is Nemesis, he’s probably THEE most iconic and most remembered monster in the franchise. Not only that but, Capcom adores to put him into crossovers, if something calls for a RE villain then expect Nemesis to be first in line! xD

I sincerely hope it isn't Jill. RE3-Remake didn't leave a good impression on me. I would vastly prefer Claire to be one of the survivors. There's also a good chance for it to be Leon/Claire since there was that crossover with Monster Hunter World.
So at this point it's anyone's guess.
