Killer Tier List Based on their Need of Changes/Rework
To break down the categories a bit more:
Perfect - no real buffs/nerfs are needed in my opinion. The most they might require is a few add-ons being altered (more so for Pyramid Head, Demo, & Freddy).
Slight Changes - all need some add on adjustments, their base powers could also use a few QoL improvements to make them stronger (or weaker in the case of Spirit who mostly needed an add on tone down and removal of the stand still mind game). Also, Twins could use some QoL to feel less oppressive.
Significant Changes - all of these killers need to be revisited and buffed as they have bad add ons, weak base kits, janky gameplay, etc. They will most likely need more than just minor number adjustments to their powers.
Rework: Myers is completely outdated and feels bad to play. He needs to altered in many ways, and the best way to do it is probably with a fresh start for a power. Legion on the other hand just feels useless. They need to be redefined as they have a power that is countered by spreading out and map size. These 2 are arguably the 2 worst killers in the game (Trapper was close to being in this category but at least his power feels relevant in 2021 & is anti-loop).

What you mean is a high skill floor which is true. She definitely takes time to get the hang of
Her skill ceiling is pretty average tbh and certain killers like billy or blight are harder to master imo

Full on rework similar to Freddy. Her power doesn’t work in the current state of the game and will always be too strong

Honestly Ghostface isn't bad, except having really inconsistent stealth, since sometimes you get revelaed behind walls and sometimes survivors can't reveal when directly staring at you.But I believe that's more of a fault on network side.
As for Myers, I'm honestly surprised people want him to get completely reworked. I think his power can be devastating, if used correctly. Maybe tweak/change some of his addons, but his stalk isn't as bad as people make it seem.

Move down Nurse to needs a rework and move down spirit to significant changes, then I think this list is right.

Myers suffers from being an old school immobile m1 killer. Most top killers are hyper mobile/have speed buffs or have ranged skills. Makes balancing him with his skill pretty difficult. I think his skill is fitting and stays true to his lore/character though.
He needs addons to be semi-viable so addon change would be a good start along with some QoL changes for his tier 1 and 2.

I fail to see how Freddy, with his current generic and extremely unfun power, is close to being a "perfect" killer.

Reworking Nurse is a complete slap in the face to everybody who bothered spending hundreds of hours learning her. She is one of the most unique killers in the entire game, and her power isn't just a "oh no I'm dead" no-counterplay fest like Spirit, who actually does need a nerf. She has her own unique set of counterplay like doubling back, line of sight blockage, acting unpredictably, etc - all which unlike Spirit actually matters.
Nurse is not a problem. She is incredibly strong, and is incredibly difficult to learn and play to compensate without having a complete lack of counterplay. If you want a problem to fix, look at Spirit, who is very nearly at the same level of Nurse with add-ons with less than a tenth of the skill required or counterplay.
I'm sorry, but a lot of this list I heavily disagree with. Nu-Freddy as perfect? Spirit as only needing minor tweaks? Legion, of all killers, needing a complete rework? Twins needing to be nerfed MORE?

I say mostly for her buggyness as well as her having quite bad add ons overall. She is a good killer on paper, but why so many people don’t want to play her is she can be too janky to learn and she gets frustrating. But I do think she needs another add on overhaul because she has like 2 useful add on sets.

I would personally like to see some add on adjustments for Oni. Some are good, some are bad. Top knot is still kind of ridiculous. And maybe increase his base rate at which he passively builds his meter because he really needs a good early game to snowball properly. Nothing too wild of a change though.

Ghost Face reveal mechanic just feels bad from both sides. I think there needs to be a rework of that specifically. Also, he is too add on reliant, and should be buffed in how fast his power gauge refills. He does also have some very lackluster add ons beyond the few good ones he has.
Myers is definitely good in the right hands, but he is similar to Trapper in that his power needs a bit of set up before he can become strong. Generally good survivors know how to limit his power as much as possible and don’t seem to fear him at loops anymore. He’s become too perk reliant, and his addons are rather garbage in my opinion.

Spirit is fine. She just has a strong add on set that could use minor nerfing and needs an indicator when she begins phasing to give the survivor some sort of information going into chase with her.

Hag needs changes as her ability to camp is so annoying to go against and is a bit of an unhealthy way to play.

Doubling back doesn’t work against a good nurse unless you’re on a 2 story structure
LOS blocking doesn’t work if she uses her first blink to get close enough and uses her second to secure a hit
Acting unpredictable is useless against a good nurse because sound exists and she has two blinks
Both spirit and nurse are an issue because they completely remove survivor options

If anything I would maybe put Freddy into slight changes needed. His power is currently fine and when played correctly he still can be a threat, but now he just isn’t as oppressive as he used to be in my opinion.

As much as I wish that would be enough, knowing if she's phasing or not would be for the most part useless. Yes the stand still mind game no longer works, but if she is phasing then you're still stuck in the same situation where you have no info on where she is while she has loads of info on where you are.

Maybe I placed Nurse a bit too harsh on my list. I generally just hate her add ons and power bugs. Spirit does not need anything too drastic in my opinion, but she does need a couple nerfs. Freddy is not perfect (as I said I don’t really like his add ons too much) but he’s still a really good killer with good perk synergies. Legion has the most useless power in the game (a popular opinion). And Twins need nerfing in that they are ultra good at camping, slugging, and tunneling, all the things everyone hates about killer. I want to see a more interactive gameplay from them tbh.

I don’t see why that’s an issue. It offers a unique style of gameplay where you are forced to deceive her with your general location and make reads on what she will do. The only other change I would maybe suggest is automatically resetting her power gauge to 50% everytime she phases so she isn’t constantly short bursting her power for free hits.

Slinger is unfun, not OP.
Nurse has the counterplay of unpredictability. You have to read the survivors playstyle to kill them quickly. If you don't have a distinct playstyle, you can last longer in chase.

I’m not getting into this debate again since you already know my stance on it but a good nurse doesn’t give a ######### what playstyle you have when she can ignore every defence you have besides DH

I agree with @CoalTower . The skill of the survivor is correctly identifying patterns in the killer’s behavior (Slinger, Nurse, and even Spirit) and using that to your advantage. If you are unpredictable, it makes their job even harder. They might be a bit unfun to play against if you don’t understand their counterplay, but that’s why you practice going against them and build a better understanding of how one wins against them.

While this can work you have to understand the you only get three chases against a killer per game to understand them at least assuming they don’t leave chase.
This Isn’t enough time to realistically learn a pattern and then condition the player. This works in a fighting game for example because you can take a ton of hits before going down

Completely not true. It doesn’t matter how good the nurse is, she can only blink so far. For example, if the survivor fakes doubling back (starts going back but then runs forward), the Nurse will not get enough distance off of her 2nd blink to catch up. This was made even more of a weakness with her needless nerf.

All they have to do to nurse is fix her several thousand bugs and give her more than 4 useful addons.
Also remove the ######### blink cooldown
