The only reason they linked the Leon and Jill cosmetics (not the Clare and Chris ones) is because the difference between the hair styles is so minimal and on Jill literally non existent that people wouldn't buy the full set and instead would just buy the torso and pants.
It's greedy and inexcusable, unlink them or make the hairstyles different, because linking them purely because they realize the head wouldn't sell is lazy, greedy, and an insult to the fan base.

They did this with Bubba's old lady skin, too. Made it a set on release and then switched it back to a regular outfit, presumably after realising nobody was buying it.

I can confirm its not supposed to be linked as i bought jills top and bottom without the face and same with leon. I have the set unlinked on my profile.

Pretty sleazy to pull a fast one like that. The least BHVR could do is refund people who bought those costumes thinking they would stay unlinked. It's not like those buyers were trying to cheese any sort of system; they bought costumes under the assumption that they would be unlinked only to be bamboozled.

our guess is that people weren’t buying the full skins (since Jill and Leons head are virtually the same in their alt outfits)
so with that, bhvr made them sets to force you to buy the full thing and waste money

The costumes in question were initially unlinked on the store, but at some point after people bought them, BHVR retroactively linked them into a single set.

Jill and Leon alternate outfits were each 3 unlinked cosmetics but were changed to being linked.
jills head cosmetic was literally the same as the default one. Leon Head has slightly different hairstyle.
now people assume they only made them linked to better sell the head cosmetics and get more money. Personally I think it was just a mistake as there have been before with Leatherfaces cosmetic..

This is tricky because if they made hairstyles too different it would differ from the source a lot.
And they might be scared of unlinking them because people would want more unlinked stuff later on, or become more suspicious of legendary skins practice.I wonder how will they deal with this one.
Claire was the first legendary skin I wanted to buy but I changed my mind because I don't like her face. Then I wanted to go with Leon because I love re4 but I am not going to support this kind of thing. People should just vote with their wallet imo. I payed for a few skins but only because I like them and they can be mixed.
Sorry for the people that feel cheated and I wish they make it up to you somehow. If not, then don't rush next time because you learned from your mistakes.

I haven't bought one linked skin/legendary skin since their release last year because I don't support them.
I told my friend if Leon gets his RE4 cosmetic I'll buy it. If his head piece was different (tbh it looks way too young) I would've bought the whole thing. However now after seeing what they did I'm not buying any of it. I don't support this BLATANT cash grab.
I really want RE4 Leon but I think I'll just stick with P3 Leon instead after this. Thanks BHVR, once again giving the community reasons to complain at you.

to be fair, most of the reason why people are mad at this is because the skins were originally unlinked- and dataminers have stated that there was no plan to ever make them linked

I hope they revert the change so people who wanted to prestige these characters can mix with the outfits. It doesn't seem like the very rare outfits should have been intended as a set since they still relate to the original survivor. I bought one of Jill's earlier thinking I can prestige and mix the skirt at least but now it's tied to a set I didn't fully want :L

They have always been really greedy with those damn sets.
Entire new person? Sure the set makes sense.
It's a dress or other clothing that can't be separated? Yeah makes sense.
But for example why is Kate's head piece linked with the Lady Volksfest outfit,or Janes head with the Greek Goddess one?Head pieces like this don't have any sort of clipping issues,but it all comes down to BHVR being greedy as always.

There's no reason for Jill or Leon's outfits to be sets, they were perfectly fine unlinked. While we are at it, how about unlinking all the other sets that don't need to be linked? COUGH TWINS COUGH

Yeah, especially the killer weapons and the survivor heads don't need to be linked. Maybe Nea is the only exception but everything else...

Its a slippery slope. the more people buy linked cosmetics, the more bhvr will do them over mixed sets.
Linked sets are easier to make because they don't require testing for clipping etc. Linked sets cost more so make more profit
If nobody buys then then they won't make them.. Sadly i am talking to brick walls, just look at the mobile gaming market.

It's that the ad for it does not have the linked symbol meaning it wasn't supposed to be linked.

Wow really? I never even noticed that. Just like Cheryl's outfits (besides the Alessa one) no part of the model has to be linked. They all look fine separated.

No, we might not pay for the head/torso/pants and we can customize them (for example, I would only buy Leon's RE4 Jacket to go with his default pants and head. I would only pay $4).
You still have to pay $10 if you want the full thing, but a lot of us don't want the full thing so we aren't paying $10.

I guarantee you they did it because the heads are literally just default heads and they didn't want to reduce the overall price of the cosmetic by not giving it a head. Literal cash grab
