Honestly you guys just need to play better.
Imagine not getting over 32k bp in a single trial, smh my head.
(For real Nemesis' "Viral Contamination" score event seems to give BP in Objective instead of Deviousness so you can get more than 32k bp as him right now).

Psh, Nemesis kneels before me. I use offerings like Bloody Party Streamers and get DOUBLE.
(On a serious note I did notice Nemesis was getting more BP, but I just thought it was a scoring error. Wise men will slap BBQ on the big boi.)

I also feel this pain. The web doesn't want my nemesis to have much of anything that I prefer. I really enjoy pop, oppression, bbq, and surveillance, and the only one I've gotten so far is surveillance which is by far the worst when alone.
