Idea for making Noed more fair
Everyone knows this feeling.
You play against a killer who manage to do nothing the whole round but in the end he gets a 4k because of this perk.
I think that's the biggest and only problem noed has and the reason why so many hate it.
Here is a idea to make noed more fair:
Noed has the same effect then now BUT you have to have at least 8/7/6 hooks for it to activate.
That way the killer has to earn this strong effect in the endgame and not just get a few kills gifted.

Buff NOED. It is weak, only work after all generators finished. Killers have to get more reward for that. Add one more power:
When NOED gets active, all gates will block by Entity.
When survivors destroy totem, all effects will go.
I think that will make Noed more fair and fun.

Add something like everytime a gen get's fixed everybody screams and reveals their location.
Technically a buff but it will also remove the most annoying part of noed. The uncertainty of the killer having it.
With the above change after the first gen you know it's do the totems or deal with noed.

Did you read my post? It's not about how strong noed is or not. It's about how fair it is or not. This is a competitive game and a Perk who gives you a bonus for being bad is unnecessary.

Dead Hard rewards survivor for being bad. I catch you on dead zone but you just clicked E and now you have safe loop area. So fair! So balanced! But i am sure you will say "DH is not problem, 90% of times are not working well."

This was sarcasm about nerfing NOED. Killers have only one second chance perk, it is NOED. And actually you can clean all totems before it gets used. But survivors have million second chance perks.
So no. NOED does not need any nerf. Do bones, stop genrush.

Don’t get me wrong. I 100% am not a fan of noed. But I cannot remember a time past green ranks where having noed got the killer a 4k. Also as a side note I think it would be better if it functioned similar to BBQ where you gain a stack every time you hook a unique survivor. And then in endgame you lose a stack when you 1 shot somebody

Most totem spots are relatively bad hidden and easy to find but a few are extremely hidden.

If a killer gets a 4K because of Noed then it's the survivors fault for playing that poorly.Noed should only get the killer an additional kill.Nothing more.
I wouldn't mind a complete rework for Noed but saying that this perk is strong is a bit silly.Noed isn't strong,it's weak.

Dead hard is also a problematic perk in my opinion. It also rewards you for not learning to loop better.

No nerf, no buff, an entire rework.
NOED is an all or nothing perk, you either have an insane advantage, or nothing at all, like most Hex perks.
Change it so that as the last Generator is repaired, it snapshots how many totems are left uncleansed. It then gains that many tokens. Each attack you make consumes a token, and if successful will down a survivor in a single hit.
This way it can't be cleansed immediately, but survivors can still reduce its effectiveness by cleansing totems BEFORE the gates are powered, afterwards its of no use. So chances of you still getting some use out of it are increased as the likelihood of having at least one totem remaining are very high, and you could potentially have 2 or 3.
It also means killers have to be more skilled to use it, as any missed hits still consume a token.

Works against Ruin and Devour Hope as well. I personally bring it regurlarly when I feel like it.
How is bringing Detective's Hunch just in case of hex totems such an issue? If you have such an issue with totems it's only natural to bring something to help, no? Also over time you will learn where the totem spawns and shouldn't need it much anymore.
Also, bring a map + the addon that shows the map auras to all survivors to increase the totem cleansing speed.

I've only had a killer score a 4k once with NOED all other times it only scored them 1 extra kill. So it's definitely overrated from my experience. But it is a unhealthy perk. So it can use a rework.

I don't think NOED or Dead Hard are a problem. Decisive? Now THAT was a problem. Nurse's Calling work with mend? THAT was a problem.
Noed and DH are just second chance perks.
Noed can be nullified before it activates, and if the killer kills all four of you after the gates are powered, then he deserved it. I've never gotten a 4k off of it because people are usually smart enough to leave or at least destroy it.
Dead Hard is frustrating for me as a killer, but anyone with a one shot down or a ranged attack can deal with it. It also actually takes some skill to time and I laugh a little bit whenever people use it too soon or too late.
