Why Didn't Behaviour Get Jason Voorhees Back in 2016?
Why wasn’t Jason Voorhees licensed into the game before the lawsuit started? Why was the trapper made instead? Did the devs ever make any statements about this?
The lawsuit started after Dead by Daylight put the Trapper into DBD. The lawsuit was filed in 2016. Dead by Daylight was released June 14, 2016. Friday the 13th The Game was released May 26, 2017 and they were able to license Jason Voorhees through Warner Bros/Horror Inc. Gun Media is a dev team of 13 people and they got the license. Keep this in mind while answering... I bet Behaviour would have had deeper pockets than Gun Media at this time.

Because they had a limited budget. The publisher at the time did not believe in the project all that much.

i'd assume because the game was a lot newer at the time and so things like licenses weren't a a possibility for them

As far as I know, this question has never been asked before. However, my answer is based on factual information (the publisher did give the devs a small budget because the former didn't believe in the project too much).

DBD didn't have the money to buy license killers back then. Even if they did they probably would have had to fork over most of the budget just for one licensed killer. Jason was also getting his own game so the IP owners probably weren't going to give permission to someone else.

OP what are you even asking for? A 2016 dated document from behavior explaining why they didn't buy Jason license rights? You've already gotten your answer in this thread but continue to whine that nobodys answers are good enough. You aren't getting a doc like that because it probably doesn't exist.

Back then they were just a small group with a game nobody expected to really be much. By the time they got big enough to be known and to get licenses F13 came out which was just a different dbd, so i wouldnt be surprised if the license was hard to get at that point as it probably was already difficult before. Then the lawsuit happened and the license is stuck in legal hell. BHVRA have said though that once the suit was done there was an open door for Jason, so if you hear news about the lawsuit ending get excited.

Id only add that adding Jason at this point would only confuse people in all respects Trapper is Jason and they would be way to similar that it would hurt both characters. i mean sure have Ft13 would be sweet but not a necessity for dbd to function. I know you wanted answers but i honestly dont think anyone from behavior can answer this question so who knows

the devs made game and had a low budget at the start, game gained traction and they got more money so someone in the team said "lol lets add mookle" so they got the license, probably what happened

Just adding a character at this point to say hey we got the license all in all is a loss of money due to licensing deals vs how many people would be drawn in because of said license. Its all about Pros vs Cons and you have to weigh both before you make the right decision.

They had a lighter budget and a developer that didn't believe in the project.
They might have set aside some money for the Halloween license when they released the game. Maybe they approached many different people and Halloween was the best option for their budget.
Maybe they knew that a dedicated F13 game was in development and they were worried that acquiring an F13 license followed by the release of that would drive players to the F13 game and would be a waste of money for BHVR.
Maybe it was because they had already designed Trapper and having Jason in that early on would be awkward (The fact that they had already designed Trapper also supports my first point.)
While I can't say for sure, my point is that there are many answers to your question and there certainly was a valid reason why Jason wasn't included that early on. (Plus, they might have gotten swept up in the lawsuit mess if they had added him, so maybe it's for the best.)
