Why Didn't Behaviour Get Jason Voorhees Back in 2016?

Why wasn’t Jason Voorhees licensed into the game before the lawsuit started? Why was the trapper made instead? Did the devs ever make any statements about this?

The lawsuit started after Dead by Daylight put the Trapper into DBD. The lawsuit was filed in 2016. Dead by Daylight was released June 14, 2016. Friday the 13th The Game was released May 26, 2017 and they were able to license Jason Voorhees through Warner Bros/Horror Inc. Gun Media is a dev team of 13 people and they got the license. Keep this in mind while answering... I bet Behaviour would have had deeper pockets than Gun Media at this time.
