If killer was the one activating Tinkerer, then maybe.
But survivors are in charge of triggering it, so giving it cooldown would be just dumb.

It’s also dumb to have ruin undying tinkerer blight’s destroying solo players easily

Blight will never destroy a team of survivors, if he's bad and they are good. So, already, it's not the perks that give Blight ability to destroy solo players easily, it's his high-enough skill and lack of skill in said solo players. Current Ruin does nothing if survivors constantly sit on gens. Same goes for Tinkerer - killer will get almost 0 value out of it, if 2-3 gens trigger it at the same time. So yeah, do gens and break bones when given chance. Giving Tinkerer cooldown is almost as non-sensical as giving cooldown to Empathy, Alert or any other info-perk, triggered by the killer, rather than survivor.

If you think about it, it kinda does, but not technically. Getting the gens back up to 70% is the cool down lol.
Seriously though, that's like saying discordance needs a cool down or most other perks that don't need them.
