What would make Legion a top tier/mid tier killer?

I haven't played him or against him so I can't really contribute anything :/

Just interested in what you all have to say.

    Letting people get downed  if they fail to manage mend time properly. The timer stops during chase so the risk is entirely on them if they wait to long.

    The lower base moment speed really hurts him because his power is fairly useless even for tracking. Imagine if Freddy moved like Huntress and you'd have Legion or imagine if Docs speed was always at treatment level. Increasing his base speed would give him the ability to down survivors between his power so he could use his power to soften survivors, then become a normal m1 killer this would also give survivors an incentive for healing against him (survivors don't have a reason to heal against him) since he could just start downing survivors after wounding them all. This would just bring him up to clown/trapper teir.

    -Adding skillchecks to deep wound or letting NC affect it. His kit is all about the whole hit and move on to another making deep wound not a threat. As soon as he turns his attention away you can mend yourself and even though it counts down during mend it only counts down to 99%, no chance of really being found again and no skill checks to possibly fail makes that whole change useless.

    -Making it not take 4 frenzy hits to down without addons. The only killer that takes more 'hits' to down than freddy :lol:

    -Making progress reset on mending if they stop midway instead of needing another frenzy hit to restart the mend. If the killer finds you while mending, they'll just m1 you. The change they made was useless as only the worst killers will find someone mending and think using frenzy is the best option. Survivors should have some sense of urgency to mend, and if they stop mending they should have to start again the same way 'snap out of it' works. It's not a long interaction anyways, so why this wasn't implemented makes no sense to me.

    -Not losing their full power charge on regular attacks. Sure having a full attack saved after m1 would be insane, but a full depletion just seems like punishment for not using their bad ability. If the ability itself is more of a hindrance than a help typically, why is the killer being punished for both using their power (all the flaws with frenzy hits) and for not using it. If anything make it drain to 50% of whatever they had charged if needed.

    Permanent 115% movement speed would be a bit too strong. But it would be nice if he would could either have some antiloop built in his kit. Or get temporary movement speed for a short while after using his power. So if they fail to down someone early, they can go for another frenzy spree to get their movespeed back.
    Anything really. A 110% killer whose ability doesn't help at loops is terrible to play.

    Deep Wound needs changes. At the moment, it's not even harmful.

    deep wounds can be changed, same with his movement speed being slightly increased
