Why do shrine perks not actually unlock??

Its happened twice now for both a killer and a survivor perk where the teachable from the shrine didn't actually unlock, what a waste of shards. And its not because of luck, there's no other perks left to unlock on several characters except those ones from the shrine. Seriously just fix now pls 🤡
