Which killer needs an add on pass the most
Imo I feel like legion needs one badly. Half of their add ons are either useless due to changes over time or are not that great

Legion I don't understand how Franks mixtape and stab wounds study weren't changed originally they don't fit legion in any capacity anymore

Myers still doesn't have the proper set of addons. He has 6 uncommon addons.

Legion really needs it, their addons that affect Deep Wound are completely useless since their rework
Another would be Trickster since his addons will be busted with the new version from the PTB.
Also Wraith for similar reasons, his are too strong

I feel like The Shape could definitely use an add-on pass. Some of his add-ons are useless (Vanity Mirror stalk speed add-ons) and his ultra rare add-ons, along with Tombstone Piece, are very unhealthy for the game.

Myers. Legion. Nurse. In that order too in my opinion, solely because Myers struggles so much to do anything these days.

He doesnt really need it, but pyramid head could use a pass. Using addons, he feels almost identical to base kit, his purple addons are just minor nuisances for survivors, and pink addons need either good luck or have to play very specific way.

Well tbf, his Tombstone Piece and Red addons come with great disadvantages, and are usually obvious to spot.
Mainly that it takes forever to reach Tier 3, and with Judith's being that youre slower.
Also Vanity Mirror is kinda like the meme addons, similar to the ones Trapper, Billy and Bubba have, crippling yourself to gain more BP in return, Traps dont dmg, Billy and Bubba cant one shot, and Myers cant go into T3

And even then, it casts so slow that the survivor has to make it extremely obvious they are committing to get good use out of the addons

Billy as his only good add-ons are Low Pro Chains and Apex muffler.
That being said Billy probably needs more then just an add-on pass to fix his issues.

Billy because they made so, so many of them terrible. I understand insta-saw was busted but that didn't mean they all had to become weird/useless.

Myers. His addons don't conform to the standard. That and alot of his addons are useless. By my count he has 6 useful addons and 14 that are useless or detrimental to him.

Vanity mirror is great fun. And stall speed add ons work great with vanity mirror and scratched mirror.

Myers is the most outdated, though I hope they keep his playstyle-changing ones. Tombstone Piece is the one that really needs to go.
Legion has several outdated ones that don't help them at all anymore and several more that just aren't good. They can use Frenzy duration, Frenzy cooldown, and one of their iris - that's about it. Freddy, Billy, and Pyramid Head all have mostly useless addons and seriously need some love in that department. Nemesis, Nurse, and Pig aren't that much better off, having a couple really good ones and a plethora of worthless options.
(If you want my opinion on which killers have the best addon spreads - Wraith, Doctor, and Huntress both have nice, expansive kits where most of the addons are helpful in different ways and offer up different playstyles. Hag's are also pretty good, but her highest-tier addons are really iffy and either godly overpowered or absolute trash. Weird purples and iris, amazing browns to greens.)

Keep his movement speed addons though. I actually love those addons. Buff his power and definitely nerf the power recharge addons and touch up the rest. That'd all he needs

Needs it the most? Probably Legion, Billy, or Freddy.
Pyramid head could use a addon pass but he has a pretty good basekit.

He only has like two useful add-ons.
Pyramid Head has an okay basekit, but his add-ons just suck.
Deathslinger has a couple of good ones, but the majority of it (especially his URs) are garbage.

Billy's add-ons are quite sad. I like the concept of the Tuned Carburetor and LoPro Chains are very creative (as well as his iridescent add-ons), but aside from those and his brown add-ons, engravings, and curve add-ons, his add-ons don't really do much.

Billy, Legion, Myers, Nurse, Hag, Wraith, Freddy, Nemesis, Deathslinger, Pyramid Head, Demogorgon, Spirit, Trapper, Oni, and possibly Plague depending on how much the meta shifts.
Edit: That's the order of add-on passes they should take IMO.

PH and Ghostface have the most useless add ons in the game. Only good ones are range for PH and recovery for GF.
However PH basekit is strong so I doubt they will buff his add ons anytime soon so I say Ghostface needs it the most

Ghost Face, other than the recovery add-ons his all other add-ons are mediocre to really bad.
No idea why stalking movement speed is even an add-on that deserves 3 variants.
There are no add-ons other than the movement speed add-ons when crouched that have anything to do with crouching, you could do a lot of things with that, there is even a score event for hitting someone when crouched for a few seconds.

Myers. His Iri Add-Ons are fine, but the rest of his kit is littered with too many detrimental effects. I love myers, but I can't bring myself to play him because the only add-ons I have left make it take way too long to tier up.

Pig for me. If I play her i always get the impression that I don’t want to use any of the addons.
Myers will get an addon rework maybe with a power refresh, since he doesn’t have the standard amount of addons I think? Hopefully it still remains as diverse though

Her teleportation power is fine, it's all the excessive drawbacks that come with it that need a rework. Compared to other newer killers with similar cool downs or stuns on their signature abilities she's massively handicapped.

Or like the "legion pin" that makes them broken for 60s if and ONLY if they are highlighted with killer instinct. Which means you can't apply it to a specific survivor unless theres another survivor nearby to stab first.
Which is all pointless because as legion I WANT PEOPLE TO HEAL. Its the only slow down they have. Meanwhile the "legion pin" is a green while the "defaced smiley pin" has the same requirements but applies mangled.
Which is what you want as legion , survivors wasting time healing while you injure them repeatedly. But no that one is a yellow rarity, less than the green pointless one.
