Steam automatically assigns your country based on what your credit card information is.
This isn't something BHVR can change, if you need your country changed to your Argentinian residence, you need to talk to Steam about it as well as use a local Credit Card.

Whats the price difference there? In germany we pay 9,99€ for 1100 auric cells which would be 11,79 USD.

The average salary in dollars in Argentina is 200 usd. The sony store charges it in dollars (very expensive), while steam uses the local currency, which makes it 10 times cheaper and accessible to everyone here
