Can you use Anti-Haemorrhagic Syringe and Styptic Agent at the same time?
If I have a medkit with both of these addons, and I use it either on myself when I'm injured, or an injured teammate, do they get the benefit of both addons?

Nope, Pretty sure only the one in the first addon slot works since the addons consume the medkit when their effect activates the 2nd addon doesn't have a medkit to consume or is already consumed by the first one activating

I had a friend who used both at the same time. He got hit and had to mend because of the Styptic, but then the insta-heal mended for him.

Yes, you can take both, however you're only going to have one benefit. If you get hit, the syptic works. If you complete the needle timer, you heal. You don't get to use both, if that makes sense because the needle clearly states it will cancel if your health state changes.

The needle will heal mend , tried it today on accident and it worked

They already have a system in place whereby (for example) key add ons are impossible to use on a toolbox. Why can’t the moment one add on (or perk) be put in a slot, any conflicting add ons (or perks) are disabled in the same way (until/unless the said add on/perk is removed)?
It surely cant be that hard to implement?

I would be weird to implement an entire system for blocking out letting survivors bring conflicting addons on an item when its only affects 1 item, and 3 addons (event syringe). Just because that seems like a lot of work for that small of an impact especially when you can maybe just add to the bottom of the addons text boxes does not work if medkit is consumed by another addon first

Styptic lasts for 8 sec, the Syringe will heal after 16sec, Self-Mending takes 12 sec, and Altruistic Mending takes 8 sec.

Based on the responses, it seems like:
1) If you get hit within 8 sec., the Styptic works and the Syringe will heal the mend after a total of 16 sec. elapses.
(theoretically it seems like you can either self mend or have a teammate mend you if you get hit right after you use the medkit, and then Syringe will heal you back up but I don't think this happens in actual gameplay.
2) If you get hit between 9-15 sec, you are downed. (outside the window of both Styptic and Syringe)
2) If you don't get hit at all, the Syringe will take effect and you are back to Healthy state.

No, if you pop the styptic, the syringe would not heal because your health state changes from injured to deep wounds/mending.

But this extends to perks as well. Exhaustion add ons conflict with each other. Many perks conflict with No Mither. Yeah sometimes it can be a meme, sometimes we should expect players to be smarter. But newbies often make genuine mistakes like equipping both Sprint Burst & Lithe, completely oblivious that Lithe simply will never ever work in that build.

No, unlike exhaust perks, the styptic and needle do not directly conflict with one another. It's simply a matter of priority, because when both are used, only one effect will work and the other will be negated.

Exhaustion addons no longer conflict with each other since there are only 2 in the game and they are on separate killers and the only killer who ever had multiple was huntress and they both said does not stack
but I mean new player can just read the perks or learn the hard way its a tough but fair system

I know that's what the syringe states, but 2 people have stated otherwise, unless they are mistaken in their recollection.

They're mistaken. Styptic is only eight seconds and needle is 16, therefore the needle can never interrupt the styptic.
To evidence the other direction, where a styptic interrupts the needle, it is clearly stated on the needle: This effect is canceled when the affected Survivor changes health state or is picked up.
Going from injured to deep wounds is a change in health state, therefore, you lose the needle.
