Killer perks with "Tokens"

Some killer perks reward tokens, but not all of them say what the tokens do.
For example SAVE THE BEST FOR LAST (level 2) - Each token grants a stackable 5% decreased successful basic attack cooldown.
However DYING LIGHT (level 2) also grants tokens every time you hook a survivor that isn't the obsession and the obsession is alive. However it doesn't say what the tokens do. Do the tokens on this perk count towards the token count of other perks instead?
EDIT: I know now. I misread the end of the description for Dying Light, each token was 2.5% stackable penalty

It says exactly what the tokens do.
STBFL - 1 token equals 5% decrease to cool downs on successful basic attacks. So 8 tokens equals a 40% decrease to cool downs on successful basic attacks.
No different to Dying Light. Each token equals 3%. The tokens are additive.

I.e. the perks get more powerful the more tokens you accrue.

Hmm, ok I missed the end of the DYING LIGHT description! "Obsession get 2.5% penalty to repair, healing and sabotage for each token".

Incorrect. It’s everyone EXCEPT the Obsession that suffers the penalty.
