PTB notes don't show any power or perks yet. Sounds like power is related to chains bur they have to solve the puzzle to escape. But then he can transport to them while solving.
I'm thinking his power is a fusion of PH's trail of torment, Pig's Jigsaw boxes and Freddy's gen teleport ability
