Two killers in the same game, cheating or a bug?

I just encountered a match where I played as a Leatherface and ended up against only 3 survivors, along with an extra killer; Hillbilly. This was a normal match, except for the fact that there were two killers instead of one.

In addition to this, by observing the Hillbilly who seemed to play pretty ordinary catching survivors, he seemed to know exactly where each survivor was at all times even when there were no perks in play like BBQ. Now, naturally, I cannot be 100% sure on this part whether he actually had aura reading cheat or if just great at finding survivors.

Anyway. After the game, he told in chat that this was a bug and not a cheat. Something anyone can run into. Now is this true or was he actually cheating? Because I have video evidence in case he was.
