A Bug that makes your rank higher than what you actually are.
Am I the only one who is playing on a console I barely play just to avoid high rank people and do my books? This changing my level thing to put me in lobby's with higher rank people isn't fun. Either way it's a bug, I'm trying hard to stay at 19 and it says I'm 18

It clearly says you're 19 on your end, and that's all that matters. The scoreboard doesn't reflect what is used to matchmake.

Why not? It's one rank higher than your current one, which makes about as much difference as a change.org petition, and isn't used in matchmaking (the one shown on your client is). Furthermore, because of the tiny difference in ranks, it makes no difference to you attempting to smurf by playing on an entirely different console.
This isn't an issue, and affects nothing but the graphics on your screen, as the Scoreboard is correctly updated for all other clients.

It's not a bug. The rank on the scoreboard is rounded up based on how many pips you have. It's always been like this
