Imo, Oni is the Snowball killer. When you have his power he gains massive mobility that he can also instant down survivors out of.

Nurse with either Agitation/Starstruck/Infectious or with a build around Devour Hope in my opinion.

I wanna say trapper or hag. Because if they get going, they go the distance.
But snowballing is something every killer can do.

Nurse, Oni and Plague.
Hag and Trapper are less about genuine snowballing and more about mass slugging, especially Hag. It's so ridiculously common to see a Hag end a trial with multiple people about to bleed out after everyone ended up slugged. That's not a snowball. Snowballs don't lose momentum.

Nurse with IF, strong 1 shot killers (Billy or Oni) with IF, default Hag (she does not need special perks tbh) ... and surprisingly, I would also add STBFL+IF Trapper in this snowball potential list oOo

Oni and Nurse.
Hag is very situational, but she can snowball better than Oni at her highest potential, imo.
A great web, 3 gen and STBFL … prepare for torture.

At max potential I'd personally say Nurse, Oni, and Plague are the top 3 in that order. Also assuming they're using Infectious.
Nurses power all on its own can allow for massive snowballs. She negates every loop and once she gets on a role is basically unstoppable in proper hands.
Oni when he has demon dash is one of the most powerful killers in the game and is basically designed as a snowball killer. Topknot plus someone who knows what their doing negates a ton of loops.
Plague with her puke is also very similar to Oni but requires survivors to give it to you. It's very easy to snowball though with a good puke pickup.

and he has one of the only killer skins I felt was worth buying, because it looked pretty cool, and he has comeback potential sometimes. Even in mmr he shouldn't be so bad for some that are willing to throw a few games every now and then while paying more attention to youtube or something. And unfortunately, alot of people are gonna start playing killer that way. Along with a much smaller subset of survivors, although it's counterproductive doing that on survivor outside of the trolls that wanna bully killers and lengthen their queues.

Nurse is the best because she’s Nurse and can snowball whenever she feels like it.
Plague, Oni, and Myers all have a short period of time where they can snowball extremely well.
Huntress is good at snowballing especially with either Infantry Belt or both haft add-ons.
Twins are also great as well.

Oni. Everytime I go in with Tear Soaked Tenugui + Lion Fang with Monitor&Abuse, Distressing, Infectious Fright, I'm All Ears.
Once I've earned my ability I'm just flying through the teams.

Hag has highest potential imo. Followed by her, Nurse and Twins.

If you're leaving people on the ground with no immediate chase handy to occupy you, it's not snowballing. It can't be, you've lost your momentum. And with Hag, that's kind of what she does. That's her whole thing. I've gone against a lot of Hag's that barely even hook people, they just down them, reset traps and leave, all while calling it "snowballing". They often have Knockout and definitely feel like they dodge SWF lobbies based on their behaviour (such tactics arent that useful in a normal trial). I've even seen a couple of Trapper's do it, but not nearly as much.
Hence me making a distinction.

I don't see hag and trappers doing that. The only killer I ever played against that went for mass slug was nurses.

The only time I see a Nurse slug everyone is when IF keeps going off, and this one time where she was very clearly doing what I described nearly every Hag seems to do.
And the Hag thing is a somewhat recent development, thanks seemingly to a certain content creator who is happy to prey on solo's.

Basement trapper is also good, although you'd need to have amnesia to fall for that at higher ranks 😅

Basement builds work at every rank, in fact I'd argue it works even better against SWFs because they're desperate to save their buddies
The hit-or-miss aspect of the build only comes from the basement's location in relation to gens

Oni bcuz he is THE snowball killer.
Plague if she had consistency but the latency issue is a huge problem lately for both vile and corrupt purge.
Otherwise Nurses utilizing Infectious/Starstruck builds are as evil as a snowball gets.
