If your on steam make sure they are enabled. If not...well I cant really help you with that one other then to make sure they are downloaded. If not contact support.

enable how? I havent changed anything its just gone

If your on steam, try this
After loading into the game if you click on a character you own but currently locked and proceed to buy it through which brings up steam ingame purchase option then back out, all my characters returned

Very unlikely this is the case but scroll down in your Library until you see this
Make sure these boxes are all ticked.
Asides from this, do what others have said and file the bug report.

If you can't find them in your library at all, as has been shown in the screenshots above - please go directly to Support, they will be able to help you quicker than we can on the forums as they have access to your account and can see exactly what's going on.

Good luck mate getting your DLC back. The same happened to me on the Playstation platform. I filed a ticket, and not only did it take the support team over a week to get back to me, but the only thing they said was restart my game, and/or download from the PlayStation store again. Not only was the timing of their response done poorly, but the nature of their response was not helpful. It felt like they couldn't care less about what had happened to me.
